Marine Corps Prepositioning Program (MCPP) Industry Day Notification Notice ID: M6700425R1301

This Question and Answer (Q&A) document is provided for informational purposes only. The responses herein are intended to assist potential offerors in understanding the subject matter and context but may not reflect the final or actual requirements of the Government. Only the official Request for Proposal (RFP) and any amendments issued through proper channels shall govern the solicitation requirements. In the event of any discrepancy between this document and the RFP, the RFP shall take precedence.

1. Are the questions on the Microsoft form the same questions you want us to answer by July 2nd?

Answer: Yes, refer to SAM.gov posting at https://sam.gov/opp/911b669400ad4cbe85c095d5a28b689e/view for all questions from Govt to Industry. The Govt requests feedback, questions, and comments NLT 2 July 2025. Include RFP Reference, Topic, Industry Comment/Question and/or Industry Recommendation. The form is limited to 5 entries. Submit a separate entry if you have more than 5 questions/comments at (link).

2. What about Australia, what is going on with that site?

Answer: HQ Marine Corps is in the process of determining if another prepositioning site will be established in Australia and if so, what capabilities will be positioned there.

3. Is the current MCMC supporting initial operational capability efforts in the Philippines?

Answer: Yes.

4. Are there special tools and equipment required to maintain GFE and are they provided by the Government?

Answer: Yes, some special tools are required and these are provided by the Government.

5. How does the Government handle calibration?

Answer: The Government provides planning considerations, points out calibration cycles and provides an advisory on calibration status. It is the contractor's responsibility to manage schedule to ensure readiness.

6. What is the MCMCs role in Ammunition operations?

Answer: The MCMC contractor shall ensure the ammunition is accounted for and seals are in place. The Stevedoring contractor loads and unloads ammo to and from the ship.

7. Is Ammunition done on weekends?

Answer: Yes, only on weekends.

8. Is the Government rotating stock between Blount Island Command and Albany?

https://sam.gov/opp/911b669400ad4cbe85c095d5a28b689e/view

Answer: For each ship and land-based program new fielding is received and integrated and equipment refurbished at the Marine Corps Depot is also integrated.

9. Are small arms sent to Albany?

Answer: Yes. Small arms including rifles and machine guns are all sent to Albany, Georgia where they are maintained by Marine Depot Maintenance Command and subsequently shipped back to Blount Island.

10. What type of maintenance is performed by the MCMC? Does this program do Operator, Intermediate or Depot Level maintenance?

Answer: The MCMC performs maintenance up to but not including Depot level maintenance.

11. Are there any requirements for the MCMC to coordinate with Army Logistics?

Answer: No.

12. What other types of equipment will the MCMC be responsible to perform maintenance on?

Answer: Within the RFP the Government will provide a list of equipment that the MCMC must maintain. For planning purposes, the industry day briefing provides a thorough overview of the types of equipment that the MCMC will maintain.

13. To what unit level is the equipment identified?

Answer: Items are currently identified in two ways. Items intended for employment by a Marine Air Ground Task Force (MAGTF) are marked with the element of the MAGTF the item is designated for. For example, Ground Combat Element (GCE), Aviation Combat Element (ACE), Command Element (CE), Logistics Combat Element (LCE). Items within mission sets are identified by the mission set the item is designated for. For example, Advance Naval Base (ANB), Spoke, and Hub.

14. After an exercise is the unit responsible for the maintenance or the MCMC?

Answer: The MCMC and the operating force unit conduct a Joint Limited Technical Inspection (JLTI). The unit corrects discrepancies that can be completed within available time. For equipment that cannot be immediately repaired, parts are placed on order at the expense of the operational unit and maintenance is performed by the MCMC during the scheduled maintenance cycle at Blount Island or sooner if space is available on the ship.

15. How does the Government do Risk Management and Change Management compared to

Analysis and Production, for example to incorporate Force Design changes? Is Risk Management and Change Management captured in Tailoring? Is there any interest in a contractor to be involved in Tailoring?

Answer: Please refer to the process charts provided in the industry day briefing for a detailed description of the tailoring process.

In summary, HQMC leads an enterprise tailoring process to determine the capabilities that will be loaded on ships and stored at land-based prepositioning sites. In determining what capabilities will be prepositioned, HQMC considers a broad range of factors that include the latest Service doctrine and warfighting intentions.

Blount Island Command participates in the enterprise tailoring process by providing technical advice. The MCMC does not participate in the tailoring process.

The result of tailoring is a prepositioning objective, published in a document referred to as the NAVMC 2907. Blount Island implements the NAVMC 2907 requirements through the MCPP contract with the MCMC executing required maintenance, supply chain and distribution functions.

New and changing Marine Corps capabilities can be incorporated into the prepositioning programs outside of the tailoring process. In these cases the Government conducts internal coordination to determine the fielding plan, required support equipment, tools and other details. When required, the Government coordinates with the MCMC to ensure that the workforce has the capacity and expertise to incorporate the new or changed capability.

16. Does the Prepositioning Objective (PO) identify the Class IX requirements?

Answer: Yes, the Class IX requirements for prepositioning are identified by the Government.

17. Will the incumbent’s maintenance SOPs be provided?

Answer: No. The requirement for the MCMC is to maintain equipment per Marine Corps Orders. The Government may provide exceptions, additional requirements or clarification of intent via Technical Direction Letters. The processes and procedures used to execute Government maintenance requirements are determined by the company performing as the MCMC.

18. What does the Government do regarding Warranty Management?

Answer: Warranty Administrators at Marine Corps Systems Command (MARCORSYSCOM) will publish warranty instructions as formal Supply Instructions.

Government representatives will be assigned as local Warranty Coordinators, providing liaison between the MCMC, Warranty Administrators, and Warranty Providers as necessary.

19. Is there available information on reconstitution?

Answer: If reconstitution is required it will occur under the Other Logistics Services (OLS) CLIN after full coordination between the Government and MCMC. For proposal purposes the Government intends to provide a plug number for the OLS CLIN.

20. Is the Class IV block a MCMC responsibility? Is Class IV only dunnage? What about construction materials?

Answer: Yes, the MCMC must attain Class IV requirements. The Class IV within the program is fortification material for use in combat.

21. Does the Navy participate in Tailoring?

Answer: Yes. The Navy is a full participant in the tailoring process.

22. How is the information technology and support of the base managed?

Answer: The Government delivers and manages IT services at Marine Corps Support Facility Blount Island (MCSF-BI). Marine Corps Enterprise Network (MCEN) laptops are provided to the MCMC as GFE. The MCMC does not provide information technology services at MCSF-BI.

23. Are information technology services provided by the MCMC only required at OCONUS locations?

Answer: Yes. Currently, the Government requires the provision of information technology services at the Marine Corps Prepositioning Program – Philippines (MCPP- PHIL) location. The MCMC does not provide information technology services at MCPP- Norway. If additional overseas locations are established in the future the Government will provide detailed requirements prior to implementation.

24. What are the MCMC responsibilities during a ship load?

Answer: Stevedores load and unload the ships. The MCMC provides maintenance and other support as defined in the Statement of Work.

25. What are the MCMC responsibilities for additional equipment that is staged on the island?

Answer: The MCMC is required to perform Care Of Supplies In Storage (COSIS) as directed by the Government.

26. Will the MCMC be required to deploy contractor’s when “Other Logistics Services” are ordered?

Answer: Yes, when directed by the Government. If deployment is required it will occur under the Other Logistics Services (OLS) CLIN after full coordination between the Government and MCMC.

27. Will the Government consider reducing the number of Key Personnel and will resumes be required? Can the Government provide position descriptions of skills and competency of level for the role instead?

Answer: The Government will consider this recommendation for potential incorporation into the final RFP.

28. What will the ramp up period look like?

Answer: The Government intends to allow approximately 90 days for ramp up from the current contract to the new contract.

29. Will all business licenses for operating in foreign countries be required at time of proposal?

Answer: No. The awarded contractor must immediately obtain required licenses and clearances.

30. When will the final RFP be available/posted? What is the proposal period time frame?

Answer: 1st Quarter, Calendar Year 2026. It is anticipated that interested parties will have approximately 90 days for proposal development.

31. Will the Government consider a multiple award IDIQ instead of a single award IDIQ contract? Or, for a piece of the Statement of Work to be open to Small Business?

Answer: The Government requires a single award IDIQ due to the highly integrated nature of activities required to achieve successful mission outcomes. There is no restriction on teaming arrangements or partnerships to provide opportunities to small businesses and the RFP will require a Small Business Plan.

32. Is the amount of equipment at Navy Point typical?

Answer: Yes.

33. Will the “phase-in” price be taken out of the Total Evaluated Price?

Answer: The offeror’s “phase-in” price is a stand alone CLIN and will be included as part of the total evaluated price.

34. It appears that Union negotiations will be in the middle of the RFP period. Will the

Government require offerors to use the CBA that is in effect at the time the RFP is issued?

Answer: The RFP will include the current Collective Bargaining Agreement (CBA) which will be the basis for cost proposals.

35. Will the Government share Status of Forces Agreement (SOFA) and Cost of Living

Agreement (COLA) agreements for the Philippines and define Department of Homeland Security parameters? What is the uplift?

Answer: There is no SOFA with the Philippines. Per diem, COLA, are IAW with Joint Travel Regulation (JTR). https://www.travel.dod.mil/Policy-Regulations/Joint-Travel- Regulations/

36. Can the MCMC employ Other Country Nationals (OCNs) onboard U.S. ships?

37. What are the Government’s big maintenance drivers?

Answer: Utilization during exercises, amount of time at sea and corrosion.

38. What are the MCMC contractor’s responsibilities for the ‘Big Red’ crane?

Answer: The Stevedoring contractor operates Big Red and the MCMC contractor shall provide maintenance for Big Red which includes operating the crane for load testing and post maintenance checks. (Ref: SOW para.10.A.3.a)

39. Will a Security Clearance be mandatory? Will the Security Clearance approvals be required at time of proposal?

Answer: A Security Clearance will be mandatory. Review Draft RFP regarding Security Considerations and Classification.

40. How does the MCMC interact with other external contractors supporting MCPP Operations?

Answer: Interactions between the MCMC and other contractors are informal and generally occur when separate contract requirements require coordination. For example, the base operating support contractor may be required to perform maintenance on a facility that the MCMC uses. In this case personnel from each company may interface to effect necessary deconfliction of schedules or other details.

Another common example would involve the stevedoring company. While the Government and the stevedoring company are loading or unloading a ship, the MCMC is providing support, as identified in the SOW, such as maintenance support in the event that a vehicle does not start. Similar to the base operating support example, this interaction is informal, practical and occurs at the working level.

41. Will additional site visits be offered?

Answer: The Government will take it under consideration. If deemed necessary an announcement will be published on sam.gov.

42. Will a technical library be provided?

Answer: Yes, we will be providing it to prime contractors that intend to submit proposals.

43. Does the equipment on the ships get exercised?

Answer: Identified equipment on the ship gets used during exercises. Equipment on the ships receives semi-annual start ups, surveillance for leaks and other issues, and receives maintenance if space is available.

44. Does the equipment on Blount Island get cycled/rotated to the ship that is being backloaded?

Answer: Some of the inventory on Blount Island is rotated onto ships. For example, Marine Corps Systems Command (MARCORSYSCOM) may field equipment to Blount Island where it is held until the designated ship or ships arrive. Other inventory held on Blount Island is designated for future land-based programs and is not rotated onto a ship. Many other circumstances occur which result in inventory being held on Blount Island including: equipment pending shipment to a land-based location; equipment shipped from enterprise stores that is pending a ship arrival or shipment to a land-based program; and equipment pending shipment back to enterprise stores or to divestment.

45. Would a new company be required to assume the current contractor’s plan?

Answer: No. Tailoring is a multi-year process that establishes Service level prepositioning requirements for approximately three year increments. Execution to achieve those requirements is achieved through maintenance production cycles which are coordinated locally between Blount Island Command and the MCMC. This local level of control allows Blount Island to define the beginning and ending dates of maintenance production cycles.

46. Will the MCMC be required to be Cybersecurity Maturity Model Certification level 2 at award or just 1 and be able to stairstep to 2?

Answer: The draft RFP does not currently require Cybersecurity Maturity Model Certification levels. If the Government determines that that a certification level is required, that information will be provided in the final RFP.

47. Will the MCPP award be executed through SeaPort?

File details come from the government source that posted it. Updated .
