TO: All Prospective Offerors
SUBJECT: Request for Proposal (RFP), Solicitation No. 80KSC021R0038, for the Laboratory Support Services and Operations (LASSO) II
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA)/Kennedy Space Center's LASSO II solicitation. The purpose of the LASSO II requirement is to obtain contractor support to operate and maintain a diverse set of laboratories, developmental shops and test facilities to provide laboratory services for KSC in support of multiple customers and projects. As a multiuser Spaceport for launches of manned and un-manned space flights, the contractor will support KSC Center Engineering, Safety, and Operations and NASA Programs including, but not limited to; Exploration Ground Systems, International Space Station, Launch Services Program, the Space Technology Mission Directorate and Science Mission Directorate, and United States Space Force Space Launch Delta 45 at Cape Canaveral Space Force Station (CCSFS).
NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System code for this acquisition is 541380 and the small business size standard is $16.5 Million.
This competitive acquisition will result in the award of a single Fixed-Price, Level of Effort contract.
The contract will have a total potential period of performance of five years, including a two-year Base Period, and three one-year Option Periods as follows:
Base Period: October 1, 2022, through September 30, 2024 Option Period 1: October 1, 2024, through September 30, 2025 Option Period 2: October 1, 2025, through September 30, 2026 Option Period 3: October 1, 2026, through September 30, 2027
The anticipated contract award date is July 25, 2022, with an October 1, 2022, contract effective date. The contract will be performed at NASA KSC and NASA facilities on
CCSFS.

The following additional information is provided to assist prospective offerors:
1. The LASSO II contract will have a 60-day phase-in period prior to the performance start date. Contract phase-in will be via a separate fixed-price purchase order.
2. The Government will make available existing Installation-Accountable Government Property for onsite contract performance as described in the RFP.
3. A Top Secret Facility clearance is required for this acquisition in accordance with the DD Form 254, Contract Security Classification Specification. A Top Secret Facility Clearance is required at the time of proposal submission.
4. NASA KSC appreciates the comments received in response to the release of the Draft RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the solicitation in its entirety, as its content has changed from the Draft RFP version. Enclosure 1 is provided to summarize the significant changes made from the Draft RFP.
5. In accordance with Attachment L.3, Past Performance Questionnaire, Offerors should encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to proposal due date.
6. Offerors are required to have a Commercial and Government Entity code that matches the corporate address submitted with its proposal.

This Web site provides prospective offerors access to a library of technical documents applicable to this acquisition.
Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS -COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government's right to award a contract without discussions.
Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry Web site at <www.SAM.gov>. Potential Offerors are requested to periodically monitor the Web sites for updates. All questions and the Government's response as well as any amendments to this solicitation will be posted to <www.SAM.gov> under solicitation number

This RFP does not commit NASA KSC to pay any proposal preparation costs, nor does it obligate NASA KSC to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
In accordance with Provision L.16, Proposal Submission, proposals submitted in response to this solicitation shall be due no later than 3:00 P.M. Eastern Standard Time, on January 19, 2022. Proposals for this solicitation are required to be submitted through NASA's Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA's EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA's EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA's EFSS Box.
In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.
