For the Subs Cost Proposal: L.4(a) states that “Subcontractors may submit their required proposal information separately using the instructions in this provision.” This provision provides the instructions for the EFSS Box System. However, L.19(c) states that “Subcontractors may submit Attachment L-02C, LASSO II
Subcontractor Template as part of the offeror’s proposal submittal to the Government or directly to the Government in accordance with LASSO II RFP provision L.15.” and the L-02C says that
“Subcontractor shall submit their L02c LASSO II Subcontractor excel file directly to the Government (Reference LASSO II RFP
L.15 for Government POC information) if data is considered proprietary and not to be shared with the Prime offeror.” The “shall submit” instruction is directly to the NASA CO. Therefore, based on the "shall" should the subcontrators submit their cost proposal directly to the NASA CO?
The intent of the Solicitation language is to allow the Subcontractor the option of submitting its proposal data/information directly to the Government through EFSS Box in accordance with Provision
L.4, ADDENDUM TO FAR 52.215-1, ELECTRONIC
SUBMISSION OF PROPOSALS – PROPOSAL MARKING AND
DELIVERY THROUGH NASA’s EFSS BOX in instances where the information is proprietary and the Subcontractor does not want this information shared with the Prime offeror. The Subcontractor may alternatively choose to submit its proposal data/information
(whether proprietary or not) as part of the Prime offeror's proposal if they elect to do so. Regardless of whether submitted as part of or separate from the Prime Offeror's proposal, this data shall be submitted to the NASA Contracting Officer using the EFSS Box in accordance with Provision L.4 and Provision L.16, Proposal
Submission.

“OSHA 300A Forms shall be submitted in accordance with
Provision L.4, ADDENDUM TO FAR 52.215-1, ELECTRONIC
SUBMISSION OF PROPOSALS – PROPOSAL MARKING AND
DELIVERY THROUGH NASA’s EFSS BOX (APR 2021). Based on the "shall", should major subcontrators submit their OSHA Form
300As through EFSS, while their cost proposals are to be submitted directly to the NASA CO?
All proposal, including cost proposals, submissions shall be submitted to the NASA Contracting Officer using the EFSS Box in accordance with Provision L.4 and L.16.

Yes. EFSS Box will accept file names without a space on either side of the dash.

Question 11
84 / 2 Question 11 from Amendment 2's Q&A Response asked the
Government to be specific regarding the Attachments to be submitted with the Model Contract. The Government's response was that L.21(b)(1) would be revised to state: "Model Contract
(completed SF33 and fill-ins in Sections B - I, and Contract
Attachment J-03, LOE Firm Fixed Price Labor Rates)". This is interpreted to mean that only Attachment J-03 was to be returned with the Model Contract. However, L.21(b)(1) states: (1) "Model
Contract (completed SF33 and fill-ins in Sections B - I, including
Contract Attachment J-03, LOE Firm Fixed price Labor Rates)".
Will the Government please clarify if Attachment J-03 is the only
Attachment to be returned with the Model Contract?
Yes. The Government is only requesting one J-Attachment
(Attachment J-03, LOE Firm Fixed Price Labor Rates) be completed and submitted with the Model Contract.

Solicitation Amendment 2, in reference to the response to Question
23: “Weighted average incumbent labor rates for the labor categories in Attachment L-04 will not be provided.”. Could the
Government provide AECOM IBEW CBA and the Amentum IAM
CBA years of service for employees in each respective labor category participating in the CBA? Without this information, offerors will not be able to accurately price rates for labor categories such as the Calibration Specialists which have a range of direct salary based on seniority.
The Government does not have this information.

Final. Can the order of the labor categories provided on tab ‘Option

07+Labor+Distribution+and+Mapping+Template+Amendment+1 be modified by offerors for consistency with all other tabs in the workbook?”
Yes. Offerors may modify the Labor Category order to maintain consistency with GFY 23 thru GFY 26 tabs. The Government recommends copying Cells J46:K84 from the "Option 2 (GFY26)" tab to Cells J46:K84 in the "Option 3 (GFY 27)" tab. The
Government has verified Base LOE Hour consistency between the L-
02B and L-07, for GFYs 23-27, and there were no inconsistencies noted.
