About this file
This document is an attachment to a federal solicitation for laboratory support services. The attachment provides a template for offerors to map their proposed labor categories and hours to the government's required labor categories and hours. The template includes dropdown menus for the performance work statement sections and government labor categories. Offerors must complete the template for all management positions under the performance work statements for contract management, business operations, and professional and technical support services. They must also map all government-provided base level of effort hours for laboratory maintenance and support, operations and support, and analysis, test, and evaluation support. The template is included to ensure offerors properly allocate all government-required labor hours in their proposals.

Refer to Attachment L-01, LOE Hours for Government-provided ‘Base’ LOE Hours. Do not include ‘Flex’ LOE Hours in the Attachment L-07.
2. Column A: Select the PWS Section from the drop-down list.
3. Column B: Enter the Offeror's Labor Classification for the position.
4. Column C: For positions that map to Government-provided Base LOE hours, select the Government Labor Category from the drop-down list. For PWS 1 and Management positions under PWS 2 and 3, select N/A.
5. Column D: Enter the applicable functional area within the Offeror's organizational structure where the position will be placed.
6. Column E: Enter the name of the company that will employ the position.
7. Column F: For positions that map to Government-provided Base LOE hours, enter the portion of the Base LOE hours that are allocated to the position. For PWS 1 and Management positions under PWS 2 and 3, enter 0.
