LASSO II 80KSC021R0038 Amendment P00004
This is Amendment P00004 to the solicitation entitled Laboratory Support Services and Operations (LASSO II), solicitation number 80KSC021R0038, which was posted on December 3, 2021. Potential Offerors are notified of the following changes:
1) Solicitation Provision M.5 is revised to correct reference from L.21 to L.20 as follows:
"Contracts cited by the Offeror shall meet the criteria established in L.20 paragraphs (c)(1) through (c)(3)."
2) The new “slip sheet” is attached to be used in place of the page that was posted on December 3, 2021.
3) All other information within the RFP remains unchanged.

(5) the proposed fixed price increase to the firm fixed price for related Non-Proposed ODCs exceeding the Government-provided values; and
(6) the proposed fixed price increase to the firm fixed price for FLEX PMO that will be applied with each “Flex” hour exercised during contract performance.
(a) The anticipated contract type for both Base and FLEX pricing is firm-fixed-price, level of effort, (FFPLOE).

M.5 VOLUME III, PAST PERFORMANCE FACTOR
The past performance evaluation is an assessment of the Government’s confidence in the
Offeror’s ability to perform the solicitation requirements. The Government will conduct its past performance assessment in accordance with FAR 15.305(a)(2) and NFS 1815.305(a)(2), except as provided for elsewhere in this provision. The Government will evaluate the Offeror’s and its major subcontractor(s)’, individual partners, or parent/affiliate(s)’ recent performance of work similar in size, content, and complexity to the requirements of this solicitation. Contracts cited by the Offeror shall meet the criteria established in L.20 paragraphs (c)(1) through (c)(3). The
Government will evaluate the Offeror’s and its major subcontractor(s)’, individual partners, or parent/affiliate(s)’ technical, schedule, and cost/price performance, as well as, safety and health.
The Government will consider the resources of a parent/affiliate in its evaluation if the parent/affiliate participates meaningfully in the resultant contract. The evaluation will consider the Offeror’s past performance volume and responses to past performance questionnaires. The
Government may supplement the information contained in the proposal with information obtained from the Government organizations and personnel, commercial sources, public information sources, and, if applicable, data gathered during the discussion phase of the evaluation. The Government may consider, among other things, source of the information, context of the data, and general trends in the Offeror’s performance. The evaluation will consider the scope of work the Offeror and its major subcontractor(s) are proposing to perform to determine the relevancy of their past performance information. The Government will evaluate past performance and assign level of confidence ratings in accordance with NFS 1815.305(a)(2).
Offerors that are assigned a “Neutral” level of confidence rating, (i.e. an offeror without a record of relevant past performance or for whom information on past performance is not available) shall be ineligible for award. The Government will not disclose the names of persons/companies who provide performance information.
