Evaluation will be conducted to select the best value offeror in accordance with the criteria described in the solicitation.

Note: The Government has protected non-input cells in this Pricing Template (Prime offeror can add Columns & Rows as needed with Protection enabled), this is to protect against any inadvertent or unintentional change to cells that the Government requires to be left intact so as to not affect its functionality.
| "PWS 1.0 Proposed Price" worksheet tab: |
| Prime offeror is required to input total price, for PWS 1.0, for each GFY in the provided light green cells called out as C4, D4, E4, F4, and G4. PWS 1.0 proposed price to the government shall represent the offeror's program management price necessary to perform all of PWS 1.0 (1.1, 1.2, 1.3, 1.4, 1.5, 1.6, 1.7, 1.8, 1.9, 1.10, 1.11, 1.12, 1.13, & 1.14) requirements described in the solicitation (base period and all option years). Further, the Prime offeror is to consider hours provided for PWSs 2, 3, and 4 when developing its PWS 1 total pricing (e.g. Management efforts required to cover all PWSs to include 2, 3, and 4). The PWS 1.0 proposed price shall consist of fully burdened labor dollars, to include direct labor dollars, fringe dollars and the summation of indirect & profit dollars, as well as any non-labor dollars to be included. The PWS 1.0 total proposed price to the government will equal the Contract Line Item number (CLIN) 1 total dollars in tab "LASSOII Base & FLEX Total Price". |

| This worksheet tab requires Prime offeror to input their Labor Classification in column C. This worksheet details the Government provided labor hours for PWS 2, 3, and 4, at the 2nd level PWS in accordance with the LASSO II RFP Attachment L-01, LOE Hours Template. This worksheet tab also includes two data tables (Columns M:Q & S:W) that the Prime offeror shall not change or alter as these data tables are necessary to complete the price summary provided in the "LASSOII Base & FLEX Total Price" worksheet tab. This worksheet tab summarizes the offeror's proposed price in the "LASSOII Base & FLEX Total Price" worksheet tab to include CLIN 2 (the summation of PWSs 2.0 & 3.0) and CLIN 3 (the total of PWS 4.0). |

| Offeror is required to input the following for each GFY (2023 - 2027): (a) Base labor rate per hour for each Labor Classification being proposed (columns D, H, L, P, and T); (b) Fringe Benefit dollars per hour for each Prime offeror Labor Classification being proposed (columns E, I, M, Q, and U); (c) Other applicable indirects and profit which sums a dollar per hour amount (columns F, J, N, R, and V); and (d) Prime offeror's formula which calculates a fully burdened labor rate (thru Profit) for each Prime offeror Labor Classification being proposed (columns G, K, O, S, and W). Note that this worksheet tab could include inputs from the Prime offeror to include one or more "Blended" rate(s) based on the potential of co-mingling of Prime offeror and subcontractor team member(s) labor rates based on workload allocation and or concurrent participation in a common PWS. Prime offeror is responsible for a comprehensive proposal submittal to the Government for all proposed labor rate(s) per hour, to include its team member(s), based on it's proposal strategy, PWS work share allocation, and PWS concurrent participation. Note: Fully Burdened Labor Rates developed for this tab shall be consistent with the same Fully Burdened Labor Rates developed in the "Govt Provided FLEX BEQ Hrs" worksheet tab. |
| "Prime Base FBLR" worksheet tab: |
| This spreadsheet tab is informational only in accordance with NASA FAR 1815.403-3(b), and will not be evaluated by the Government for this LASSO II solicitation. Inputs are specific to the Prime offeror only and its fully burdened labor rate development without regard to any "Blended" rate(s) the Prime offeror might have used in the "LASSO II Base FBLR" worksheet tab. A "Blended" rate, as referenced herein, describes the potential of co-mingling the Prime offeror and subcontractor team member(s) labor rates based on workload allocation and or concurrent participation in a common PWS. The information provided in this spreadsheet tab will be utilized by the Government for any potential post award LASSO II contract modifications (e.g. Department of Labor and or Collective Bargaining Agreement(s) settlement), as applicable. |
| "ODC Plug Numbers" worksheet tab: |
| This worksheet only requires Prime offeror input if additional ODC (those above the Government provided Plug Numbers) are required to accommodate their proposal strategy. The Government's provided Plug Numbers for GFYs 2023 thru 2027 are detailed in the "ODC Plug Numbers" worksheet tab and are in accordance with the LASSO II RFP Attachment L-05, Non-Proposed Cost. Prime offeror shall not alter the Government provided number (upward or downward) in any manner. |
| "ODC Additional Mat'l Handling" worksheet tab: |
| This spreadsheet tab is provided for evaluation purposes only. Its purpose is to recognize the potential additional costs to be incurred by the Prime offeror, should the Government require ODC dollars greater than 35% of the provided ODC Plug Number. For evaluation and calculation purposes, the Government presumes requiring ODC costs of $11M for each contract performance period. This worksheet tab requires the Prime offeror to input their GFY23 thru GFY27 Material Handling percent (or Prime offeror equivalent indirect) in Cells B11, C11, D11, E11 and F11. Prime offeror shall include their proposed Material Handling (or Prime offeror equivalent) indirect rate, by GFY, in their Attachment J-03 submittal to the Government. |
