LASSO II 80KSC021R0038 Amendment P00002
This is Amendment P00002 to the solicitation entitled Laboratory Support Services and
Operations (LASSO II), solicitation number 80KSC021R0038, which was posted on December
3, 2021. Potential Offerors are notified of the following changes:
1) Corrected layout issues which were caused by change pages previously issued by
Amendment P0001. See attached change pages 42 and 43.
2) Revised Solicitation Provision L.10, 1852.215-81 Proposal Page Limitations (APR
2015), to increase the page limit of Volume I, Mission Suitability from 40 to 45 pages.
See attached change page 66.
3) Updated Solicitation Provision L.10(d) to exclude text within graphics from the searchability requirement. See attached change page 67.
4) Revised Solicitation Provision L.18.2(a)(1)(i) to "The Offeror shall complete Attachment
L-07, Labor Distribution and Mapping Template and Attachment L-06, Labor
Classification and Qualification Crosswalk for submittal in Volume II, Price." See attached change page 75.
5) Revised Solicitation Provision L.19(a)(3)(ii) to correct the reference from Section D to
Attachment J-09. See attached change page 79.
6) Revised Provision L.21(b)(1) to “Model Contract (completed SF33 and fill-ins in
Sections B - I, and Contract Attachment J-03, LOE Firm Fixed Price Labor Rates).” See change page 84.
7) Attachment L-07, Labor Distribution and Mapping Template, has been replaced in its entirety to correct errors in the drop-down list.
8) Revised Attachment J-01, Performance Work Statement, Section 3.2.1.1(8) to clarify requirements. See attached PWS change page 58.
9) Attachment J-01, Appendix 04, Government Furnished Legacy IT Systems, has been replaced in its entirety to update the Maximo version that will be made available to the
LASSO II contractor.
10) Where an entire document replacement did not occur, the new “change pages” attached are to be used in place of the page that were posted on December 3, 2021.
11) All other information within the RFP remains unchanged.

6. Provide support related to special field projects that include prototyping, fabrication, procurement of materials, and measurement regarding mission-specific requirements
(e.g., specialized magnetic measurement) and mitigation (degaussing) of equipment where possible. Other tasks include survey, recommendations, and in some cases mitigation and/or repair of specific equipment at remote sites.
7. Provide mobile Radio Frequency (RF) surveillance activities in support of operations.
8. Maintain mobile/center-wide fixed RF Surveillance system. Perform quarterly preventative maintenance on the RF Surveillance system remote sites. Inspect system for rust/corrosion and ensure each site is performing nominally. Check each remote site daily via the network to ensure the sites are responding and operating per specifications.
9. Perform general RF surveillance activities in support of electromagnetic physics including electromagnetic interference.
10. Perform facility RF measurements to determine the Electromagnetic Environment (EME) utilizing the fixed RF monitoring sites and portable test equipment. In the event the source cannot be isolated utilizing the fixed RF monitoring sites and portable test equipment, the mobile equipment will be utilized in the EML van. Upon completion of the analysis, the customer will be informed of the interference source and the method used to determine the source.
11. Create and provide all necessary results and documentation to customers, as required.
12. Perform Radio Frequency Interference (RFI) reporting procedures, which apply to all organizational and user elements under the jurisdiction or direction in accordance with
NASA in determining other resources at KSC, CCSFS, Patrick Space Force Base
(PSFB), and other offsite locations.
13. Coordinate through NASA at KSC for the areas of RF monitoring, RF detection, and coordination with other agencies for the detection and resolution of center-wide RF interferences.
14. Provide support related to special field projects that include prototyping, fabrication, and measurement regarding mission-specific requirements (e.g., specialized magnetic measurement) and mitigation (degaussing) of equipment where possible. Other project tasks include survey, recommendations, and in some cases mitigation and/or repair of specific equipment at remote sites, procuring materials, equipment, and parts necessary to complete mobile RF surveillance activities in support of operations.
15. Support installation, troubleshooting and enhancements of the Real-Time Radio
Frequency Monitoring System (RFMS).
16. Provide support for the RFMS drawings/prototyping fabrication of system hardware parts as required within the EML building as well as remote sites. Under this task, Contractor personnel will provide hands-on support for integration of sensors, fiber optic cable, waveguides, and/or any additional types of transmission components as may be required to facilitate installation, procuring materials and parts necessary to complete tasks of the
RFMS.
