| Technical | I-1 | Appendix I, Table 1, Note 1 | Page I-1 Note 1 | Should reference to paragraph 2.3.5 be 2.1.5? | Yes, the reference should be paragraph 2.1.5 and will be corrected in PWS. |
| Technical | 3-1-6 | PWS 3.1.4.1.3 | Section 3-2, Pg. 3-2-1 and page 3.1.4.1.3. | PWS 3.1.4.1.3 references AWM deferred discrepancy rate performance thresholds in PWS Section 3-2, but we could not find mention of them in Section 3-2. | AWM Deferred Discrepancy Rate is not a Service Summary Standard and the statement will be removed from the PWS. |
| Technical | 3-1-8 | PWS 3.1.4.1.15 | Table 3.1.4, Pg. 3-1-10 | PWS 3.1.4.1.15 requires the SP to perform Oil Analysis (OAP); however, Table 3.1.4 shows NDI as a 58th SOW responsibility. Please clarify. | SP pulls OAP samples from aircraft and sends to host unit NDI lab for processing. Changed AFI 21-101 reference to para 4.6.10. Will modify PWS para 3.1.4.1.15. and Table 3.1.4 to clarify SP requirement. |
| Technical | 3-1-28 | PWS 3.1.26.1.6 | PWS 3.1.26.1.6 | In PWS 3.1.26.1.6, the last sentence, “The SPs QCP shall validate that Emergency and Contingency base PLANS are followed during exercises and real world applications.” is a repeat of the second sentence in the same paragraph. | Will delete repeat sentence: "The SPs QCP shall validate that Emergency and Contingency base PLANS are followed during exercises and real world applications." to eliminate redundancy |
| Technical | 2-1-2 | PWS 2.1.3.1.1 | PWS 2.1.5.14, pg. 2-1-8 and PWS 2.1.19.6 and 2.1.19.6.1, pg. 2-1-30 | PWS 2.1.3.1.1 and PWS 2.1.5.14 require the SP to provide employee training records to the Government NLT the pre-performance conference. PWS 2.1.19.6 requires the incumbent SP to provide employee training records to the employees NLT the last day of contract performance (after mobilization/ changeover). Successor contractor screening, hiring, training verification and actual training of candidate employees will occur up until the start date of the contract and potentially up to 90 days beyond for some aspects of training. Additionally, PWS 2.1.19.6.1 considers incumbent employee qualifications and certifications valid for up to 90 days after contract start and the incumbent contractor has up to 90 days to requalify and recertify these employees. Recommend the SP be required to provide employee training records for review NLT 90 days after contract start or at a minimum NLT 30 days after the contract start date to give these records time to change hands and be updated, as well as established and verified for new employees. | Removed requirement in PWS paragraphs 2.1.3.1.1 and 2.1.5.14 and PWS Appendix D for employee training records to be provided at the pre-performance conference. However, employee training records shall be made available to the Government upon request. |
| Technical | 2-1-31 | PWS 2.1.21.2 | Recommend adding: • Government Property Management Plan “(See PWS paragraph 2.1.26)” • Training Plan “(See PWS paragraph 2.1.5.10)” | Will add the paragraph references to PWS paragraph 2.1.21.2., page 2-1-31 | |
| Technical | B-3 | Appendix B Workload Data, B.4.1 | PWS 3.1.4.8, 3.1.18.1.3, 3.1.26.2.19.5 | What is the estimated number of aircraft transfer and acceptance inspections annually? | Estimated number of transfer and acceptance inspections for the UH-1N is approximately one every 3 years. |
| Technical | 2-1-30 | PWS 2.1.19.3 | PWS 2.1.21.6, pg. 3-1-32 | If the Government has full and unlimited rights in the incumbent SP’s directives/instructions/regulations as in PWS 2.1.21.6, can the Government add a requirement under PWS 2.1.19.3, Successor SP Mobilization/Changeover, that the Government or Incumbent SP will provide these directives/ instructions/regulations to the successor SP at the start of mobilization or at the pre-performance conference, whichever occurs first? | See PWS paragraph 2.1.21.7. which will be modified as follows: |
In the event the follow-on contract is awarded to other than the incumbent, the incumbent SP's directives/instructions/regulations shall be made available to the successor SP for information purposes until the successor SP directives/instructions/regulations are published and accepted by the FC. The incumbent SP's directives/instructions/regulations shall be made available to the successor SP at the start of mobilization.
Technical 2-1-34 PWS 2.1.22.7 PWS 2.1.22.7 includes the statement, “Costs associated due to catastrophic damages shall be negotiated after annual recovery expenditures exceed 200 man-hours.” Is the 200 man-hour cap defined somewhere? Renumbered and reworded PWS paragraph 2.1.22.7. as follows:
2.1.2.1.4. The SP shall be reimbursed for repairs on all assigned aircraft damaged by perils such as fire, lightning, windstorm, tornado, cyclone, hail, explosion, civil and military actions, animal strikes, aircraft or falling objects, or any other abnormal occurrences.
Contracting 3-2-3 Table 3.2.2 Note B Note B indicates a +/- 10% of the fleet hours for both the UH-1N and HH-60G. Is it the intent of the USG to keep the fleet hours within that band or to just ensure it does not drop below -10% of the 300 or 200 hours as applicable? Would the Government consider removing the upper limitation (+10%) on fleet average to allow the contractor to increase airframe time if there is an opportunity to do so? To posture for potential surge and other unknown or unscheduled events, an increase in fleet average would benefit the Government by enhancing aircraft availability. Changed Note B as follows:
B. Average Fleet Time: Calculate the average aircraft fleet time IAW AETCI 21 105. Fleet time will be rounded to the nearest whole hour. The monthly aircraft fleet time shall not drop below 290 for the HH-60G and 190 for the UH-1N for more than two (2) consecutive or three (3) months total over the basic contract period and each option period thereafter.
| Technical | 3-1-13 | 3.1.4.5.1 | Emergency response requirement paragraph: If this is a SAR requirement, does the Government intend to identify pre-existing requirements (i.e.…current preflight, fuel load, hoist, AR probe configurations, etc.). | The Government will pre identify and provide SAR configuration requirements for one UH-1N and one HH-60G during weekends and holidays. |
| Technical | 2-1-7 | 2.1.5.9.7 | Is the SP required to pay for the required CPR training? | Yes, it is the SP responsibility to pay for the required CPR training. The only Government furnished training is listed in Appendix FF of the PWS. |
| Technical | 2-1-16 | 2.1.9.10.1 | If the SP provides vehicles capable of transporting explosives, must the SP driver have a Commercial Driver's License (CDL) to transport the munitions? | However, it must be noted that Air Force Instruction 24-301, paragraph 8.10 states: |
Licensing Contractor Personnel: IAW DOD 4500.36-R para C8.2.5. Contracts and agreements will require that operators comply with licensing requirements of the State and local motor vehicle laws. DoD contractor employees shall not be issued Optional Form (OF 346), ―U.S.Government Motor Vehicle Operator’s Identification Card‖ or AF Forms 2293 or 2296. DoD contractor employees assigned to operate either government owned/leased equipment in performance of their contract shall be certified, by the contractor and at the contractor’s expense, as being fully qualified to operate the vehicles/equipment to which they are assigned. The prime contractor shall document all operator qualifications. This documentation shall be provided to the administrative contracting officer before any contract employee engages in any mode of equipment operation.
Technical 2-1-35 2.1.23.7.2 SP provides medical physicals and hearing testing. Is this required for all SP employees or just certain positions? Changed paragraph 2.1.23.7.2 to read: "Provide medical physicals and hearing testing for SP employees as required by OSHA."
This is an Occupational Safety and Health Administration (OSHA) question and it should be directed to OSHA.
| Technical | 3-1-3 | 3.1.3.2.5 | Are E-Tools a new requirement for this contract? Or is it already up and running? | E-Tool support is a new requirement for this contract. |
| Technical | 3-1-14 | 3.1.4.9 | Who performs the investigation and determines the cause of the FOD? This seems subjective. This one is just a heads up. It may not require a question, but just something to keep in mind if you win the contract. | Per AFI 21-101, paragraph 14.19.3.2.2. the Wing Vice Commander (CV) provides local guidance to ensure each FOD mishap is investigated and action taken to solve any underlying problem. |
| Technical | 2-1-1 | 2.1.1.5 | What are AF Smart Operations, AF lean initiatives and Federal Green Procurement? | AF Smart Operations (AFSO21) is an improvement model customized to the unique environment of the United States Air Force which leverages improvement methods from various sources such as; Lean, Six Sigma, Theory of Constraints and Business Process Reengineering. AFSO21 is a transformational initiative empowering all Airmen to eliminate waste from every end-to-end process. It is about delivery of war-fighting capabilities today and tomorrow. It is about our war-fighters successfully engaging and defeating the adversaries of 2015 and beyond. AFSO21 aligns our innovative Air Force with a world-class Continuous Process Improvement culture to create a standardized, disciplined approach. AFSO21 is applicable across organizational, functional and capability boundaries with the ultimate objective of improving combat capability. |
AF Lean Initiatives .... A systematic approach to identify waste, focus activities on eliminating it, and maximize (or make available) resources to satisfy other requirements. Lean is simply about removing waste.
The goal is to stop performing those activities and processes that do not add to a product or service’s value. Value is solely defined by the customer. Many experts estimate that before lean is applied, processes are 90% – 99 % waste. The correct application of Lean tools and techniques will show how to peel away layer after layer of waste. Lean tools such as Failure Modes and Effects Analysis can further eliminate wasteful variance in processes. When first taught beginning Lean tools, students may complain that it just seems like common sense. As understanding is deepened, conventional wisdom is questioned and students never look at the world the same way again. Lean is a journey of continuous improvement rather than a destination. There is no “end point”… only a never ending journey of relentlessly eliminating waste.
Federal Green Procurement--Executive Order 13514 required Federal agencies to submit a 2020 greenhouse gas pollution reduction target within 90 days, and to increase energy efficiency, reduce fleet petroleum consumption, conserve water, reduce waste, support sustainable communities, and leverage Federal purchasing power to promote environmentally-responsible products and technologies.
Technical 2-1-1 2.1.2.1.3 Please define idle time? Removed term "idle time" and reworded paragraph as follows:
2.1.2.1.3. Travel. SP personnel may be required to travel in performance of assigned functions In Accordance With (IAW) this PWS. When travel is required, the SP shall submit a request to the Contracting Officer (CO), through the COR Office, identifying the purpose, location, dates, and personnel (name and title) requested for the official travel. See Appendix B, BA and BB for travel and workload data. The Government will reimburse per diem and travel at Government rates IAW Federal Travel Regulation (FTR). Approved Government directed overtime at a travel location will be reimbursed from Gov't Directed Overtime (OT) CLINs X004 or X010. All other costs associated with travel shall be included in the contract basic service price (CLIN X001, X002 and X008).
Technical 2-1-2 2.1.3.2.1 Reference to the resume needed for the COR, Is the resume needed before you can hire someone into this position?
