| Type | Reference | Question | Answer | |
| Con | 1-on-1 | |||
| SF33, Blk 9 | Will the SSET schedule allow an extension to the proposal due date? Request a 2-day extension of proposal submission date from 8 Sep 2014 to 10 Sep 2014. Purpose is to accommodate Express Mail Service Shipping and Delivery of offerors proposal during normal business days. Delivery on Monday, 8 Sep, requires shipment on Friday/Saturday, 5/6 Sep, with a primary and back-up shipment. To meet the current suspense date, Offerors lose 2 days of proposal preparation time. | The estimated acquisition timelines are already compressed and the proposal due date will not be adjusted for shipping purposes. The Government provided an additional 3 days by posting the RFP on 1 Aug 14 vice 4 Aug 14. | ||

| B.6.1 & B.6.2 | PWS paragraph B.6.1, UH-1N On-Equipment Maintenance Breakout provides a MMH/FH total of 17.26 hours. Likewise, PWS paragraph B.6.2, HH-60 On-Equipment Maintenance Breakout provides a MMH/FH total of 22.06 hours. These MMH/FH values are higher than the MMH/FH values provided in Appendix BD, Monthly Logistic Indicator Reports. Per the Q&A released on 31 Jul, "The most accurate MMH/FH is provided in Appendix B, PWS paragraph B.6.1 and B.6.2." |
What is the workload breakdown for each of those ratios in Appendix B.6.1. and B.6.2? Do they each include Appendix BD-Flightline Maintenance, Appendix BE-Sortie Generation, Scheduled Maintenance (including Phase maintenance), Unscheduled Maintenance, B.4 Misc workload, and B.8 Off-Station recovery data? What is the breakdown in MMH/FH associated to each area that makes up the respective ratios? Removed MMH/FH values on all worksheets in Appendix BD. Reason: These values did not account for all support general work to support the UH-1N and HH-60G and erroneously included backshop hours that are not performed by the contract.
Modified Appendix B, paragraph B.6.1 and B.6.2. showing a breakdown of MMH/FH totals that include sortie generation, scheduled & unscheduled maintenance, general support (towing, refuel, etc.) and off-station recovery.
| Tech | 1-on-1 | |

On page 3-1-13 after the notes of figure 3.1.4, PWS 3.1.4.2.8 starts leaving a void of PWS sections from 3.1.4.2 possibly to 3.1.4.2.8. | Misc | 1-on-1 | |||
| L.4.2.1(2) | L.4.2.2. is very specific as to the requirement for the Summary page, but it limits the TOC and Summary page to 5 pages combined. L.1.2.1 exempts Table of Contents from page counted documents. Which reference take presidence on this requirement? | Section L.4.2.2 has been revised to remove the TOC from the 5 page count. The Summary Page for Vol III shall not exceed 2 pages. | ||

| CLIN 0013 | What is the planned award date? And what date does the Transition/Mobilization period start? | The estimated award date is projected for mid to late Feburary 2015 with Mobilization beginning on 1 March 2015. These dates are estimates and may change due to the source selection process. | ||
| Con | 1-on-1 | Do you believe the PPT with a 5% trade-up capability will inhibit an offeror from "low-balling" on price? | Pricing strategies are solely in the offerors' discretion. Price will play a significant factor in this acquisition. If an offeror's price is not highly competitive (within 5% of a lower priced technically acceptable offeror) it may not be considered for award. The Government reserves the right to conduct price realism analysis and unrealistic or unbalanced pricing may render a proposal unawardable. | |
| Con | 1-on-1 | What is the depth of the Past Performance evaluation? Will the evaluation be limited to past efforts provided in the proposals, or will the Government seek additional information? | Per L.4.2.3, the Government intends to collect additional references from other sources during the evaluation of past performance. | |
| Tech | 1-on-1 | Do you know E-Tool warranty information? If warranties expire, will that increase workload? | Appendix Appendix_BC_ETool_Workload_Data has been updated to reflect the warranty expiration dates for all E-Tools. E-Tool repair is limited as reflected in Section 3-1 of the PWS with workload based on at least 25% of E-Tools with expired warrantees. | |
| Tech | 1-on-1 | Is the SP required to maintain E-Tools only, or maintain E-Tools and the network that the E-Tools connect to? | The SP is only required to maintain E-Tools and not the network that they connect to. The network is maintained by the local host base. | |

| Con | 1-on-1 | Where will the source selection occur, Randolph or Kirtland? | The Government intends to hold the source selection in secure facilities at Randolph AFB. | |
| Misc | 1-on-1 | |||
| L.2.1 & L.3.2.2 | RFP Sections L.2.1, Volume Organization (Volume I - Price); L.3.2.2, Volume Organization (Volume II - Technical); and L.4.2.1, Volume Organization (Volume III - Past Performance), each have a requirement for a "Summary Page". Section L, however, only provides instructions as to the intended content of the summary page for Volume III - Past Performance (Section L.4.2.2). |
| What is the Government's intended content for the Summary Pages identified for Volumes I and III? | Sections L.2 and L.3 have been revised to include the intended content for summary pages. See the responses above for the specific changes. | |
| Misc | 1-on-1 | |
| RFP Attachment 3, CBA pg 37 | CBA Section 18.1 states: "The following twelve (12) holidays shall be observed by the bargaining unit personnel:" Then this section lists only 10 holidays. CBA Section 18.1(a) provides for one additional Company directed floating holiday to be given in each calendar year. |
| What is the correct number of holidays indentified in the CBA Section? | The Government is not a signatory to the CBA, and cannot clarify or speculate on an agreement to which it was not a party. Federal holidays are determined by the Office of Personnel Mgt (OPM). | |||
| Misc | 1-on-1 | |||
| RFP Attachment 3, CBA | RFP Attachment 3 indicates an expiration date of 31 Aug 2014. Will offerors utilize the CBA at Attachment 3 or to a new CBA to be provided? | The current CBA has been extended to 30 Sep 14 by a letter agreement. The Government has posted a separate notice to identify this extension and how the Government will proceed should a new CBA be negotiated. | ||
| Misc | 1-on-1 | If no offeror is determined to have a "Substantial Confidence" Past Performance Confidence Assessment Rating, how does that effect the 5% trade capability? | The Government may still trade up from an "Unknown Confidence" to a "Satisfactory Confidence"; however, the Government will not trade up between eligible offerors with the same Past Performance Confidence Assessment Rating. | |
| Misc | 1-on-1 | When will a new CBA be available? | The Government is not involved with the establishment of CBAs. To maintain an level "playing field", the current CBA will be utilized for proposal preparation and source selection. If a new CBA is established during the source selection, the Government anticipates the one of the following: |
a) Incorporating the new CBA after contract award if award is made without discussions, or
b) should discussions be necessary, releasing the new CBA to those offerors in the competitive range.
| Misc | 1-on-1 | How many E-Tools is the SP required to manage and maintain? | As of 8 Aug 14, the updated number of E-Tools is 220. The PWS has been revised to include the increase (see RFP Amendment 0001). As stated at the Pre-Proposal Conference briefing, the number of E-Tools may increase to ~300. |
| Misc | 1-on-1 | The RFP did not state a specific cut-off date for questions. Is there a cut-off date? | While the Government does not prefer to receive questions close to the proposal submission deadline, the Government did not include a cut-off date for a single purpose--if a critical issue is identified, it would be in the best interest of all parties to address the issue. The Government highly encourages all prospective offerors to identify any questions as early as possible to allow for a proper response. Submitting a question does not guarantee a revision to the RFP or a submission deadline extension. |
| Misc | Conf Briefing | Please elaborate on acquisition challenges. | Multiple issues have led to delays. For example, many contracting and program management personnel are working multiple source selections, leading to work prioritization based on need date. Additionally, there are legal concerns regarding the CV-22 FCF contracted services. It is for this reason the Government lists CV-22 support as “options” for all periods of performance. The Government anticipates exercising CV-22 “option” CLINs at contract award; however, this approach allows the Government to continue forward progress while maintaining flexibility to adjust to any determination. Finally, listing CV-22 CLINs as “options” serves to identify to industry this contracted function may change or be eliminated and industry should consider pricing as severable; however, pricing CV-22 as severable is a business decision that offerors make. |
| Misc | Conf Briefing | When will briefing slides be available? | The Government posted the slides with associated meeting minutes on 11 Aug 14. The Government considered it important to include the minutes in order to provide additional context to the briefing for interested parties not in attendance. |
