SPECIAL PROJECT PROCEDURES –GIS,

PART 1: GENERAL: This Section covers the project requirements unique to Joint Base San
Antonio, Texas. These unique requirements relate to Geographic Information Systems (GIS)
Systems
1.1 REFERENCES: The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only.

1.2 SUBMITTALS: The following shall be submitted in accordance with applicable
SUBMITTAL PROCEDURES::
1.2.1 Any required Survey information, compliant with Section 013 35 13 10.
1.2.2 File geodatabase in format and structure as supplied. The contract shall verify structure and format via email to usaf.jbsa.502-abw.mbx.502-ces-cad-manager@mail.mil
1.2.3 Digital Photos – shall be clearly marked and indexed to fully explain the context of the photo.
1.2.4 Any Maps *.mxd files in format and structure as supplied.
1.2.5 Transmittal Letter. A transmittal letter will accompany each submittal.
1.2.6 All FINAL and all INTERIM review plans shall include NATIVE format files, ie CAD files, in AutoCAD drawing format compliant with section 01 35 13.20 00. email usaf.jbsa.502-abw.mbx.502-ces-cad-manager@mail.mil for current version, native format documents (*.doc, *.xls) and PDF files of same.

PART 2 PRODUCTS: (Not Applicable)
PART 3: EXECUTION:
3.1 GIS FILES
3.1.1 Our data set is UTM meters. The post uses a localized scale factor for all survey work.
Contact usaf.jbsa.502-abw.mbx.502-ces-cad-manager@mail.mil for the scale factor and the coordinate of record. The standard deliverable is State Plane, GRID, unless otherwise noted. In general, all work shall meet the following Technical Requirements:
a. Horizontal Control: Texas State Plane, South Central Zone (4204), NAD 83; will comply with Corps of Engineers 3rd Order, Class I standards.
b. Vertical Control: NAVD 88; will comply with Corps of Engineers 3rd Order
c. Measurements: All measurements will be collected using an electronic data collector; all elevations will be measured at hundredths-of-feet (0.00)
d. Unit of Measure: U.S. Survey Feet
e. Map scale: 1-inch equals 30-feet
f. Contour interval: 1-foot
g. Metadata: Federal Geodetic Data Committee (FGDC) standards. The following link contains information and tools for metadata: http://www.fgdc.gov/metadata
h. CADD Standard: per Section 01 35 13.20 00.
3.1.2 If the final deliverable is specified elsewhere as UTM, Contact usaf.jbsa.502-abw.mbx.502-ces-cad-manager@mail.mil for requirements
3.1.3 The government will furnish the following material:
a. Location map of area covered by the contract
b. Network Control Points
c. A file geodatabase containing the minimum required data attributes, known feature classes, and other data requirements. Feature classes may or may not contain up to date data and attributes may or may not be populated. The contractor shall be responsible for field verifying all data and making corrections as necessary to meet contract work requirements.
d. Template Files
e. Utility maps – not in coordinate system and may be paper, scanned, or CAD files.

3.2 DELIVERABLE FORMAT AND MEDIA
3.2.1 The draft and final survey data shall be submitted either on a DVD or CD and a transmittal letter shall accompany each submittal.
3.2.2 GIS FILES in ESRI file format. Email usaf.jbsa.502-abw.mbx.502-ces-cad-manager@mail.mil for current version
3.3 GIS FILES
3.3.1 When creating *.mxd files the following shall apply:
3.3.1.1 Varying Text size for like items shall be avoided, Rule of thumb applications are; (suggestions, not requirements)
g. 1/2" – 1” Text for Map Set TITLE, i.e., ATHLETIC FIELDS
h. 1/4" for individual Map Sheet title, i.e., MCARTHUR RUNNING
TRACK
i. 3/16“ for Sheet Item Titles – (LEGEND, NOTES, DETAIL)
j. 1/8” for general text for the content of the Map
k. 3/32” for support text for the content of the Map
3.3.1.2 All and any title-blocks used for final map layout must contain the information
“Joint Base San Antonio” and may contain the installation location (i.e. Fort
Sam Houston). The phrase “Joint Base San Antonio” must be equal in size or larger than the phrase “Fort Sam Houston”.
3.3.1.3 Final deliverable prints shall be color on heavy bond. If Mylar is required, the
Mylar shall be a polyester drafting film, double side matte finish and .003 min thickness.
