Executive Summary

This Hazardous Waste Management Plan (HWMP) was developed in accordance with guidance and requirements set forth in Office of the Chief of Naval Operations Instructions (OPNAVINST) 5090.1 series, and applies to all contractors, tenants, visiting ships and commands aboard Naval Support Activity Panama City (NSA PC).

This HWMP identifies and implements hazardous waste (HW) management actions required by local, state, and federal regulations and provides the procedures and responsibilities for NSA PC to properly manage that waste. HW is any solid waste (SW) that meets the definition found in 40 Code of Federal Regulations (CFR) 261.3. It is Navy policy to minimize HW generation, not only for the protection of human health and the environment but also to reduce the regulatory burden and cost associated with HW management per Office of the Chief of Naval Operations (OPNAV) M-5090.1 Chapter 27-3.7. HW minimization is to be accomplished by incorporating HW management actions into the NSA PC Environmental Management System (EMS) and applying best management practices (BMP).

This HWMP must be approved and distributed to all contractors, tenants, and commands aboard NSA PC that accumulate, generate, transport (including on-installation transportation), treat, store, or dispose of HW for compliance. This HWMP must be reviewed and updated whenever installation/facility conditions or operations change that would affect HW accumulation, generation, transportation, treatment, storage, or disposal.

1.0 Introduction

1.1 Authority

Naval Support Activity Panama City (NSA PC) is located on 657 acres in Panama City Beach, Florida, along St. Andrew Bay in northwest Florida.

The primary mission of NSA PC is to enable and sustain warfighter readiness. NSA PC's largest tenant activity is Naval Surface Warfare Center Panama City (NSWC PC), one of the major research, development, test, and evaluation laboratories of the Navy. NSWC PC boasts a wide base of expertise in engineering and scientific disciplines in the mission areas of mine warfare, expeditionary warfare, special warfare, and diving and life support. NSWC PC and the other three major tenants: Navy Experimental Diving Unit (NEDU), Naval Diving and Salvage Training Center (NDSTC), and Center for Explosive Ordnance Disposal and Diving (CENEODDIVE) make NSA PC the consolidated site for all Navy diving and salvage research, development, testing, and training.

NSA PC is classified as a small quantity generator (SQG) of hazardous waste (HW) and has one designated 180-day Hazardous Waste Storage Facility (HWSF).

NSA PC Public Works Department (PWD) Environmental Division maintains copies of this Hazardous Waste Management Plan (HWMP). This document is available upon request to regulators and personnel who manage HW.

The Resource Conservation and Recovery Act (RCRA) authorized the U.S. Environmental Protection Agency (EPA) to implement regulations for the management of HW from the point of generation through final disposal (“cradle to grave”). The U.S. Congress waived sovereign immunity for Department of Defense (DoD) facilities, subjecting them to full regulation including assessment of fines and penalties.

EPA granted the State of Florida authority to implement and enforce regulations for identification, packaging, labeling, storing, and transporting HW, as well as treatment standards for proper disposal of regulated waste. Regulatory references are provided in Section 2.1.

The Office of the Chief of Naval Operations Instruction (OPNAVINST) 5090 series requires all shore installations to develop an HWMP in accordance with applicable federal, state, and local regulations.

1.2 Applicability

This HWMP provides guidance for the proper management of HW. All commands, tenants, contractors, visiting and permanent ships, and any other entity operating within the fence line of NSA PC are required to abide by this HWMP. NSA PC has filed notification to the EPA and Florida Department of Environmental Protection (FDEP) as an SQG and has been assigned the following generator Environmental Protection Agency Identification (EPA ID) number:

NSA PC EPA ID number: FL8170023792

3.4 Reports

The following reports are required by federal, state, and local regulations and submitted to the regulatory authorities by the HWM.

3.4.1 State Biennial HW Report

Per FAC 62-730.160(4), large quantity generators (LQGs) are required to submit a Biennial Report (due every 2 years) regarding the nature, quantities, and disposition of HW generated at the facility. NSA PC is classified as an SQG; therefore, NSA PC is only required to submit a Biennial Report if an exceedance occurs that would classify NSA PC as an LQG at any point in the reporting year. The Biennial Report is submitted to the authorized state agency by 1 March of every even-numbered year; for example, a report due by 1 March 2018 reports on activities from calendar year (CY) 2017.

The Biennial Report form (EPA Form 8700-13A/B) (Appendix C.1) includes information such as the facility’s EPA ID number, name, and address; quantity of HW sent to each TSDF; and how the waste was treated during the previous CY. The State of Florida utilizes the EPA’s comprehensive web-based information reporting software, RCRAInfo.
