About this file

This is Addendum One to ITB-2425-111 for the Rex Putnam High School Chiller Replacement Project issued by North Clackamas School District on January 16, 2025. The addendum adds commissioning requirements to the scope of work, requiring the contractor to coordinate with the District's commissioning consultant throughout the process, including participating in meetings, providing equipment access, supporting performance testing, resolving issues, and providing facility personnel training. The addendum also includes revisions to multiple mechanical and electrical plan sheets and removes the COBID utilization requirements attachment.

The addendum addresses several contractor questions regarding equipment specifications and substitutions. TACO equipment is approved as an equal substitution for Bell & Gossett equipment, and Danfoss VLT HVAC Drives and Onicon F1200 flow sensors are accepted as alternates. However, proposed SMARDT and Quantech chillers were rejected due to performance, electrical, and space requirements not meeting specifications. The contractor will be responsible for equipment disposal and must provide both a 4" housekeeping pad and inertia base for pump mounting. The chiller will be secured directly to the concrete slab without spring isolators.

QUESTIONS AND ANSWERS

Question 1: Will the awarded vendor be responsible for the disposal of old equipment?

Answer 1: Yes.

Question 2: Would you consider the following chiller alternatives?

SMARDT air-cooled chillers 40-520 tons. Highest efficiency level, ultra quiet, low maintenance chillers.

These are a great fit for K-12 and higher education buildings that need low sound levels. Also for applications where very low maintenance, high reliability and low cost of operation are desired.

Quantech (by York/JCI), quick ship air cooled chillers 40-340 tons These are traditional scroll and screw chillers that are made at the same factory as YORK. Quantech chillers operates on a pre-built basis to narrow lead times significantly, with most models available for immediate shipping.

Answer 2: We can’t approve this equipment alternative for the following reasons:

Equipment performance is below basis of design.

Electrical requirements are 100A and 200A over basis of design and would require additional electrical costs associated with new service.

Inlet and outlet connection on the proposed chiller do not match existing or basis of design and may result in additional cost.

Equipment clearance of proposed units exceeds available clearances in the courtyard area and would result in additional costs of removing wall/enclosure.

Question 3: Can TACO equipment be used as a substitution for the Bell & Gossett equipment?

Answer 3: Yes, TACO is an approved equal.

Question 4: In the Pump Schedule, Note: 5 Provide a 4” housekeeping pad but in the

Base Mounted Pump Detail it is written, New 4” housekeeping pad or inertia base. Is it either (2) new 4” concrete housekeeping pads, (2) new inertia bases, or is it both?

Answer 4: SDC would like to update the documents to indicate a 4" housekeeping pad and inertia base are required.

Question 5: Will the new chiller be secured directly to the concrete slab as it currently is, or will it be elevated off the concrete slab with either engineered isolation springs or rubber pads? Having any chiller elevated off the concrete slab with either springs or rubber pads makes it easier for cleaning the debris from under the chiller when it is being serviced.

Answer 5: SDC doesn't believe spring isolators are necessary. Fastening the baseframe of the chiller directly to concrete should be fine.

Question 6: Would you accept Danfoss series VLT HVAC Drives (VLT HVAC Drive FC 102) as an equal substitution?

Answer 6: Yes, we accept this as an equal substitution.

Question 7: Per M0.2 Sheet Note 3 “Provide New Flow Sensor, Data Industrial, SDI Series Inline Turbine

Flow Meter, or Approved Equal. Install Per Manufacturer’s Recommendations.”, is it acceptable to provide the Onicon F1200 series in lieu of the Data Industrial version?

Answer 7: Yes, it is acceptable.

Question 8: Would you accept Dunham Bush ACHX-EVE300T Air Cooled Chiller as an equal substitution?

Answer 8: No, this is not accepted because the electrical load is too large and the service clearances exceed those available in the mechanical area where the chiller is.
