About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity at Fermilab involving shaft renovation and mechanical systems work. The project runs from July 1, 2026 to September 1, 2026, with June, July, and September designated as access windows; August is constrained but may provide limited time slots.

The responses address critical operational and safety requirements for subcontractor work. Key scope clarifications include: duct liner has been removed from project specifications; air compressor relocation is out of scope with only existing compressed air line tie-in required; and ductwork material specifications have been revised and removed from scope. Fermilab (FFDG) will provide a certified crane operator for the 15-ton overhead hoist crane (OHC) with monthly inspections and variable speed control, though the contractor must ensure 100% load exclusion during personnel work in the shaft. A man basket is available for subcontractor use with fall protection requirements; it was last inspected July 8, 2025. The shaft is classified as permit-required confined space (PRCS), with Fermilab Fire Department providing standby rescue services and emergency medical care—no third-party rescue team is necessary. The subcontractor must provide scaffold systems with fall arrest capability, communication systems, and retrieval devices. Existing ventilation at approximately 60 feet-per-minute velocity is sufficient; supplemental ventilation is not required. Utility systems (electrical and communication) will be treated as permit entry confined space hazards and must be de-energized by FFDG prior to work. The subcontractor performs sump system isolation and draining under FFDG Rad Tech supervision. The demising wall requires sealed engineering calculations and FFDG approval for temporary access anchorage. Access coordination with operational constraints requires liaison with the construction manager; June, July, and September are relatively unconstrained with exclusive access available, while August work requires coordination with facility operations.

Question Response

1 233113 The specification shows duct liner in the duct schedule, I just want to confirm that this is required for this project Confirmed duct liner is not required for project. See revised specifications showing duct liner removed from scope.

2 P-1/E-1 During the site walk it was mentioned that the air compressor was already relocated. What if any air compressor, air piping, or electrical work are we to include in our scope?

Refer to attached updated drawings. Scope regarding relocating air compressor has been reduced to only providing a drilled hole for Fermilab staff to re-route existing compressed air line.

3 General Do you have an anticipated start and end date for this project?

Start date: July 1, 2026 End Date: Sept. 1, 2026

4 General As-Built Drawings: Are structural "as-built" drawings available for the shaft’s demising wall and foundation to assist with the engineering and anchorage of temporary access systems?

See attached partial as-built drawings of the areas of interest. Note that the precast flat demising wall separating the two halves of the shaft was not specifically designed for additional loads beyond self-weight; any use of this wall will require sealed engineering calculations and is subject to review and approval by FFDG.

5 General Operational Constraints: To optimize the construction schedule and ensure personnel safety, what are the specific daily/hourly operational constraints for shaft occupancy? Are there dedicated "exclusive use" windows (e.g., 2–3 weeks) available for major demolition or access system installation phases?

June, July and September are relatively unconstrained and we can have exclusive access. August has some important work that will constrain access, but it is still possible to find time in that month. Work outside of 6 am to 6pm, Monday through Friday is considered High Hazard Work and will require additional coordination with the construction coordinator.

6 General Hoisting Coordination: Given the Lab’s "continuing program requirement," how will FFDG coordinate 15T OHC usage with the subcontractor to ensure 100% load exclusion while personnel are working in the shaft?

Particle Physics Division (PPD) will provide the crane basket operator and will have full control of the crane.

7 General OHC Specifications: Will FFDG provide a certified operator for the 15T OHC, or is the subcontractor required to provide their own "Qualified Person"? Please provide the OHC’s current inspection records, the most recent proof-load test certificate, and hoist/trolley speed specifications.

FFDG will provide a certified operator for the shaft crane work. The 15 T overhead crane gets inspected monthly and the last annual inspection was (02/2026). The Crane Basket gets loadtested prior to use. The trolley bridge and hoist speeds is variable speed control.

8 General Man Basket Availability: Confirm if the FFDG-owned man basket is available for subcontractor use. If so, provide its most recent inspection/certification records and any specific training requirements for its operation.

Man basket is available for contractor use, but may not provide adequate access to perimeter of shaft for performing work. It is the contractor's responsibility to determine if man basket is adequate. Basket gets inspected and lift-tested prior to each and every use. Most revent annual inspection sticker on the basket indicates it was last inspected 7/8/25. For the use of personnel basket the occupants must have fall protection training and the Fermilab operator must have personnel crane basket training.

9 General Space Classification: Has FFDG formally classified the shaft as a permit-required confined space (PRCS) or a non-permit required confined space (NPRCS)? If classified as PRCS, will the Fermilab Fire Department (FFD) provide the required standby rescue services per OSHA 1910.146/1926.1211, or must the subcontractor provide a third-party rescue team?

The space will be considered permit required confined space. The subcontractor will follow their corporate safety plan for confined spaces. The subcontractor will notify the FFD prior to entry and at the conclusion of confined space entry for the day. No third party rescue service is necessary. The rescue method is raising the personnel basket to the ground level of the surface building. The FFD paramedics will provide emergency medical care to any injured workers.

10 General Rescue Equipment Protocols: If Fermilab EMS/Fire Department serves as the standby rescue service, what specific subcontractor-supplied equipment (e.g., retrieval devices, harnesses, or communication systems) is required to be staged at the shaft entrance?

If the subcontractor builds a scaffold system, it will need a dedicated line per worker for fall arrest and rescue. Such a scaffold system will need the ability to raise/lower workers on a routine and emergency rescue basis. If the subcontractor uses our basket and crane, they will use the tie off points in the basket, and the crane operator will raise/lower the workers to safety. The FFD is called first via 3131, but immediate actions are necessary on the part of the subcontractor. They will submit their plan for rescue to us for our review.

Verification will be needed to determine that the crane is on backup power.

11 General Ventilation: Can FFDG confirm if the existing shaft ventilation systems are sufficient to maintain atmospheric conditions within acceptable exposure limits during all phases of construction (including welding and demolition), or is the subcontractor required to provide supplemental forced-air ventilation and exhaust equipment?"

Air velocity measurements at the top of the shaft were approximately 60 fpm.

Airflow at other points in the shaft was not verified. It is unknown if the airflow in the shaft is sufficient to effectively clear the welding fume from the welder’s breathing zone, so the use of a local HEPA-filtered welding fume capture system is required.

12 General

Hazard Assessment of Encapsulated Utilities: "The shaft contains existing electrical and communication utilities currently housed in conduit and UL-listed enclosures. Does FFDG acknowledge that these encapsulated systems, if left undisturbed, do not constitute a 'Hazardous Energy' source under 10 CFR 851 that would necessitate a Permit-Required Confined Space (PRCS) classification? If they are considered hazards, will FFDG perform the necessary Lockout/Tagout (LOTO) to establish an Electrically Safe Work Condition (ESWC) for the duration of the project, or must the subcontractor account for 'High Hazard' work protocols for all shaft activities?"

The condition of the utility systems in the shaft is unknown. Therefore, the space will be treated as a permit entry confined space. The AFM/TL and building occupants will have to be consulted to determine if all utilities in the shaft can be de-energized. If not, the subcontractor will have to use high hazard work protocols.

13 General Sump System Isolation: "Regarding the relocation of the 6” c.s. groundwater sump discharge line, will FFDG personnel perform the system isolation and pressure relief required per Section 6.18.B.3 prior to the subcontractor commencing demolition?

Subcontractor shall perform system isolation and draining under supervision of FFDG Rad Techs.

14 General

Allowable System Downtime: "What is the maximum allowable window for this sump system to be offline during the cut-over to the new discharge line? Given the depth of the shaft and potential for groundwater accumulation, is the contractor required to provide a temporary de-watering/pumping plan and equipment, or will FFDG maintain responsibility for groundwater management during the transition?"

Existing sump system includes two redundant parallel discharge risers. While system is being changed over, system valves will be configured by subcontractor to utilize remaining pipe. While this removes the "maximum allowable window", FFDG still requires downtime to be kept as low as possible in case an issue develops with the remaining pipe.

15 General Can you please tell us what type of material the ductwork is to be made out of (galvanized, stainless steel, aluminum) and if it is to be insulated (double wall with liner, or external insulation thickness).

Refer to revised duct specification for duct material. Duct liner requirements have been removed from project.
