About this file

This is a Quality Requirements specification document (Section 014100) for FermiForward construction subcontracts, effective October 2025.

The Subcontractor is responsible for implementing a comprehensive Quality Control (QC) program covering all on-site and off-site work, including activities by sub-tier contractors, suppliers, and technical laboratories. Two quality assurance documents are required: (1) a Corporate Quality Assurance Plan submitted with the bid or proposal (or using the provided Appendix C template if not previously developed), and (2) a Project Quality Control (PQC) Plan submitted to the Procurement Administrator within 10 working days of subcontract award for FermiForward review and acceptance within 5 working days. The PQC Plan must identify personnel, procedures, controls, instructions, testing protocols, and records specific to the Fermilab project and be updated for any scope changes. A dedicated Quality Control Project Manager is required depending on project size and complexity, with minimum responsibilities including ensuring PQC Plan implementation, interfacing with the Construction Management Office on quality matters, maintaining quality records, reviewing shop drawings, conducting daily quality control reports, assuring required testing, tracking deficiencies/nonconformances, and participating in final inspections and punch list activities. The PQC Plan must define all construction operation features, establish control/verification/acceptance testing procedures, and list definable features of work. PQC Plan acceptance is conditional, required prior to Notice to Proceed, and predicated on satisfactory performance; FermiForward reserves the right to require modifications to the plan and operations as necessary to achieve specified quality.
