About this file
This is an addendum to an Invitation for Bids (IFB D27-055) issued by the Hawaii State Department of Education Procurement and Contracts Branch for regional kitchen operational readiness validation and completion support services. Addendum C revises the bid submission deadline from Wednesday, October 14, 2026, at 4:30 p.m. Hawaii Standard Time to Friday, October 16, 2026, at 4:30 p.m. Hawaii Standard Time. The scope of work encompasses seven primary service areas: operational process development and continuity of operations; menu, production, and procurement transition planning; inventory, receiving, and materials management; training and workforce readiness; Phase I finishing-kitchen operational readiness assessments; food safety, traceability, and HACCP compliance; and project management and implementation support. The contract runs from full execution through April 30, 2027, with an option for one additional two-month extension period upon mutual written agreement. Award will be made to the lowest responsive, responsible bidder provided the total does not exceed allotted funds.
Addendum C also addresses five key questions regarding contract scope and modifications. The addendum clarifies that corrections are limited to rectifying objective non-compliance or deviations from stated contract requirements, with determination made solely at the discretion of the Contract Administrator or designee. Comments or requested edits during draft review that introduce new preferences, stylistic changes, or requirements not explicitly detailed in the Specifications and Scope of Work sections 2.1.1 through 2.1.7 will be treated as contract modifications or change orders rather than uncompensated corrections. If the contractor and state disagree on whether a requested revision constitutes a baseline contract correction or an out-of-scope request, the matter must be discussed further and culminate in agreement and approval by the state. The pricing structure includes seven fixed-price line items and one hourly rate item providing up to 120 hours of specialized operational training at the contractor's hourly rate with no minimum guaranteed hours.
