About this file

This file is an Integrated Pilot/Dry-Run Plan (TEST-01) document for the Hawaii State Department of Education's Regional Kitchen and Finishing Kitchen operating system validation. The plan outlines eight preloaded scenario templates designed to move from component validation to a complete end-to-end simulation, with no pilot pre-declared successful until prerequisites and success criteria are finalized and executed. The eight pilot templates are: RK Production Only (PIL-001), Cooling/Packaging/Holding (PIL-002), Dispatch/Route Load (PIL-003), RK-to-FK Distribution (PIL-004), FK Receiving/Retherm/Service (PIL-005), Traceability/Mock Recall (PIL-006), Emergency/COOP (PIL-007), and Full End-to-End Simulation (PIL-008). Currently, all eight pilots are in planned status with zero pilots passed; sixteen prerequisite gates have been established and twenty-five success criteria defined. Each pilot specifies designated pilot leads, observer/evaluator roles covering operations, food safety, training, equipment, and logistics, along with required source files and primary success criteria. The pilots are scheduled across Launch/Phase I and Phase I-Year 1 timeframes, with actual execution dates to be determined pending gate completion and readiness review.

The plan establishes a structured testing methodology requiring measurement of actual performance in TEST-02, with failed or conditional criteria escalated to TEST-03 and remaining open until implemented, retested, or formally accepted. Success criteria encompass production workflow validation, food safety controls, staffing and equipment capacity, cooling and holding procedures, traceability and mock recall exercises, and continuity-of-operations scenarios. Prerequisite gates cover facility access, equipment commissioning, approved HACCP procedures, staff training completion, and food site readiness. The plan integrates with existing mission controls including the Regional Kitchen Turnover Binder (Chapter 18), operational support specifications, distribution records (LOG-05), training completion records (TRN-04), facility milestone status (CONST-04/05 and PHASE-03), and menu/equipment/procedure/safety/logistics/training mission files. Data collection and issue/retest logging will track all pilot outcomes, with roles and observers assigned for independent validation across all functional areas. The plan emphasizes that final approved source files and pilot evidence remain controlling, with lessons learned to be incorporated by the contractor during operational trials.

Executive Summary

TEST-01 | Integrated Pilot / Dry-Run Snapshot
Eight preloaded scenario templates move from component validation to one full end-to-end simulation. No pilot is pre-declared successful; prerequisites and success criteria must be finalized before execution.

Pilot Standard
1. Define the scenario, prerequisite gates, success criteria and required records before the pilot starts.
2. Measure actual performance in TEST-02; do not rely on 'it looked good' as readiness evidence.
3. Every failed/conditional criterion that requires action goes to TEST-03 and remains open until implemented and retested or formally accepted.
4. The full end-to-end simulation should occur only when enough of the real future-state system is ready to make the result meaningful.

TEST-01 | Pilot Success Criteria
Success criteria should be finalized before each pilot begins. This baseline avoids hard-coding food-safety limits or performance thresholds that have not yet been approved; use the governing SOP/HACCP/contract/manufacturer/leadership source for the actual standard.
