About this file
This file contains the Core Operational Standard Operating Procedures (SOP-04) library developed for the Hawaii State Department of Education's Regional Kitchen and Finishing Kitchen operations, serving as an interim turnover baseline for operational processes including receiving, storage, production, packaging, distribution, sanitation, equipment checks, and record control. The SOP library comprises modular procedures organized into administrative controls, receiving and inventory management, menu and production planning, food safety and monitoring, logistics and transportation, finishing kitchen operations, sanitation, equipment maintenance, and recordkeeping. The document establishes 31 distinct SOPs covering critical operational areas such as time-temperature monitoring, cooling and blast chilling, packaging and traceability, holding and product release, staging and dispatch, transportation and cold-chain management, finishing kitchen receiving and rethermalization, employee health and hygiene, cross-contamination and allergen controls, and corrective action documentation. The interim procedures reference final approved sources including the facility's HACCP plan, Department of Health regulations, product manufacturer instructions, contract specifications, and state-approved branch policies, with explicit language that no interim SOP creates binding food-safety limits or critical control points without final regulatory or state approval. All procedures require documented staff training and competency validation before independent execution, with mandatory use of contemporaneous records and designated forms rather than retroactive documentation from memory.
The SOP-04 library is structured as a controlled-document system requiring staff to verify current procedure versions through the master SOP-01 register before use, to complete applicable training through the SOP-03 training crosswalk, and to escalate any missing required sources, equipment conditions, or food-safety approvals before executing critical tasks. All interim procedures explicitly note their status as turnover baselines subject to supersession by final state-approved versions, contracted requirements, and regulatory mandates, with particular emphasis that no food-safety critical limit, chemical concentration, equipment parameter, allergen rule, or regulatory approval should be invented from this interim manual. The document integrates with supporting control systems including the SOP-01 register, DATA-01 through DATA-04 logs, TEST-02 through TEST-04 validation evidence, training records, menu systems, equipment documentation, sanitation plans, traceability procedures, and emergency continuity of operations procedures. Cross-referenced existing procedures include the Traceability and Recall Procedure, Foodborne Illness Complaint Response SOP, Emergency and Continuity of Operations Procedures, and Training and Competency systems, with all interim procedures designed to complement rather than duplicate established branch processes.

REGIONAL KITCHEN | SOP-04 CORE OPERATIONAL SOP LIBRARY
SOP-04 | Regional Kitchen / Finishing Kitchen Core Operational SOP Library Interim modular operating manual for receiving, storage, production, packaging, distribution, finishing-kitchen operations, sanitation, equipment checks and record control.
| INTERIM CONTROL |
| This document is a turnover operating baseline built from the Regional Kitchen turnover binder, reviewed Operational Support scope, existing branch SOPs, and current mission tools. It is not final policy where State, Department of Health, HACCP, manufacturer, contract, facility, or other formal approval is still required. Final approved sources supersede this interim language through document control. |

Use this library as a modular baseline. Staff should use the current approved source identified in SOP-01 / DATA-01 when a module is superseded. Mandatory food-safety requirements come from the final approved HACCP, applicable regulatory direction, approved branch procedures, and current product/equipment sources. Local work instructions may explain how to execute those requirements but may not weaken or replace them.
| NON-NEGOTIABLE |
| No food-safety critical limit, chemical concentration/contact time, equipment parameter, allergen rule, or regulatory approval should be invented from this interim manual. Insert the final approved value/source before the affected module becomes effective. |
How Each Module Is Used Confirm the SOP ID/title and current revision in SOP-01 before use.
Complete applicable training/competency requirements in TRN/SOP-03 before independent work.
Use required forms/logs at the time work is performed; do not recreate missing evidence later from memory.
Stop and escalate when a required source, limit, approval, equipment condition or record is missing for a food-safety/critical task.
Record deviations/corrective action in the governing SAFE/LOG/TEST/DATA control and update this library only through approved change control.
