Training Calendar Provider Implementation Plan Summary

This is a Training Implementation Plan (TRN-02) document for the Hawaii State Department of Education's Regional Kitchen Operational Readiness project, developed under IFB D27-055. The plan establishes a comprehensive training calendar and provider framework to qualify staff for the transition from centralized food production to a regional kitchen model serving approximately 85 schools statewide, with initial Phase I implementation targeting 20 schools in the Leilehua-Mililani-Waialua complex by June 2027. The document outlines 14 planned training events across multiple event types including onboarding orientations, classroom instruction, hands-on equipment training, operational practice sessions, and dry-run competency validations. Key training events include Food Safety/HACCP core training (EV-002), Regional Kitchen commercial equipment operation (EV-003), material handling equipment training (EV-004), menu and production tool training (EV-005), receiving and storage procedures (EV-007), dispatch and distribution training (EV-008), finishing kitchen receiving and equipment training (EV-009 and EV-010), traceability and recall tabletops (EV-011), emergency continuity planning (EV-012), and an integrated opening dry run (EV-013). The implementation plan intentionally defers specific dates until construction completion, equipment installation, staffing assignments, and contractor schedules are finalized, with all completion targets remaining dependent upon prerequisite operational readiness gates.

The Training Calendar establishes seven primary training providers: SFSB Internal (existing food-service and operational training), an Operational Support Contractor under executed D27-055 contract, Phase I Equipment Manufacturers/Vendors per awarded equipment contracts, Material Handling Equipment vendors per D27-023 solicitation, Hawaii Department of Health and other public agencies for food-safety training, authorized CPR/First Aid providers for required certifications, and State-approved Supervisors/Qualified Evaluators for competency validation. The plan incorporates eight dependency gates controlling training sequencing to prevent teaching draft procedures prematurely or scheduling hands-on training before actual equipment commissioning. Site activation rollouts are structured in four groups: Launch Phase I Regional Kitchen operations, Initial Phase I Year 1 Finishing Kitchens, Remaining Phase I Year 1 schools, and Phase I Year 2 schools, with training windows and competency sign-offs synchronized to facility readiness, equipment availability, staffing assignments, and approved standard operating procedures. The document emphasizes that provider assignment is evidence-based only, that hands-on competency should occur on real equipment when practicable, and that TRN-04 readiness evidence serves as the definitive validation that assigned staff can independently perform critical operational tasks before operational authorization.

Executive Summary

TRN-02 | Training Implementation Snapshot
Interim schedule/control plan. The calendar intentionally uses dependencies and completion targets rather than inventing dates before the facility, equipment, school-transition and contractor schedules are final.
Planned Event TemplatesCritical EventsScheduledCompleteBlocked Dependency Gates

Implementation Principle
1. Exact dates are intentionally blank until the authoritative construction, equipment, staffing, school-transition and contractor schedules are available.
2. Provider assignment must be evidence-based; listing a possible provider does not create an approval or procurement commitment.
3. Hands-on equipment training and dry-run competency should occur on the real equipment/process when practicable.
4. TRN-04 is the readiness evidence. TRN-02 is only the plan for getting people there.
