LOG-02
Regional Kitchen Loading & Dispatch Standard Interim turnover baseline for staging, release, loading, chain of custody, dispatch and exception control
CONTROL STATUS
Interim State baseline. This document is intended to support turnover and future validation. Operational Support deliverables and the eventual outsourced delivery-service contract may supersede portions of this standard. When superseded, archive this version and record the controlling replacement rather than maintaining competing procedures.
1. Purpose and Scope This standard defines the minimum operational control sequence from Regional Kitchen final production release through vehicle departure. It is designed to prevent count, labeling, temperature, route, asset-accountability, and chain-of-custody errors before food or supplies leave the Regional Kitchen.
Applies to Regional Kitchen meals, food, supplies, reusable transport equipment, carts, racks, pans, containers and other items dispatched to participating Finishing Kitchens.
Covers staging, route separation, release verification, vehicle readiness, loading, securement, dispatch documentation, driver handoff, departure, and exception escalation.
Does not establish final contractor staffing, route ownership, service levels, vehicle specifications or food-safety critical limits; those must follow the approved operating model, HACCP/SOP system, and future delivery-service contract.
2. Roles and Accountability
Role
Minimum Responsibility
Release Authority / Handoff
Production / Packaging
Complete production, packaging, labeling and required product records; identify product ready for final release.
Hands staged product to dispatch only after required production controls are complete.
RK Dispatch / Logistics
Build route loads; verify route, school, quantity, temperature documentation, containers, assets, vehicle and dispatch records.
Controls physical release of the route load.
Food-Safety / Designated Release Role
Verify applicable food-safety release requirements and address product outside approved limits.
Can hold product from dispatch pending corrective action/disposition.
Driver / Delivery Role
Accept custody of the documented load, maintain required conditions, follow assigned route and report delays/exceptions.
Signs/acknowledges custody as defined by the selected system.
FK Receiving Role
Receives and verifies product under LOG-03; records discrepancies and disposition.
Accepts, conditionally accepts, holds or rejects product within delegated authority.
3. Standard Dispatch Sequence
Step
Control
Required Action
1
Production release
Confirm applicable production record, product identification, packaging, label, quantity and required temperature/food-safety release are complete.
2
Route staging
Stage by Route ID and school stop. Physically separate routes/stops enough to prevent misloading. Keep temperature-controlled product under required conditions.
3
Count verification
Compare staged quantities/containers to the route load plan. Resolve shortages, overages, wrong-school product or missing items before load.
4
Returnable-asset verification
Verify required carts, racks, pans, insulated carriers, containers and other reusable assets. Record issue/accountability in LOG-04 when applicable.
5
Vehicle readiness
Verify correct vehicle, clean cargo area, temperature-control readiness where required, sufficient capacity, safe load space and no condition that could compromise food or staff safety.
6
Load sequence
Load in a sequence that protects product, supports stop order and minimizes unnecessary unloading/rehandling. Keep incompatible or contamination-risk items separated.
7
Securement
Secure carts, racks and containers to prevent shifting, tipping, crushing, opening or product damage during transport.
8
Final release check
Verify route, schools, stop order, load count, temperature documentation, dispatch paperwork/device, contact/escalation information and any known route exception.
9
Driver handoff
Driver/delivery role acknowledges assigned vehicle/load and any special instructions, returnables, school access constraints or contingency information.
10
Dispatch
Record actual departure. Route is now under delivery chain of custody. Any delay or deviation is reported under the contingency process.
4. Dispatch Hold / Stop Conditions Do not release the affected item, school stop, or route until the issue is resolved or an authorized disposition is documented when any of the following conditions exists:
Missing/incorrect school, route, product, date, lot or other required label/traceability information.
Quantity mismatch that cannot be reconciled to the approved dispatch requirement.
Product is outside an approved food-safety limit, required temperature evidence is missing, or safe condition cannot be established.
Packaging/container is leaking, damaged, unsealed, contaminated, or otherwise unsuitable for transport.
Required cart/container is dirty, damaged, unsafe, or not available.
Vehicle cargo area or temperature-control system is not ready for the load.
Required route/dispatch documentation is incomplete or wrong.
Known closure, access problem, road condition, staffing issue, or other event makes the planned delivery unsafe or non-executable.

6. Exceptions and Contingencies
Scenario
Immediate Standard
Vehicle breakdown
Protect the load and cold chain; notify logistics; determine safe transfer, backup vehicle, return-to-RK or alternate service action.
Traffic / road closure
Update ETA, protect temperature control, notify affected schools, resequence stops or use approved alternate route when practical.
Temperature-control failure
Hold/isolate affected load; follow approved HACCP corrective action; determine disposition/replacement before service.
Short shipment
Reconcile counts; notify RK operations and school; arrange approved replenishment/substitution/alternate meal action.
School cannot receive
Do not leave food unattended; maintain temperature/traceability; contact RK and determine safe wait, return, redirection or alternate service.
Cart/container shortage
Use controlled reserve or approved alternate equipment only if food protection and transport requirements remain satisfied.

8. Change Control Revise this standard whenever approved routes, vehicles, delivery-service responsibilities, packaging/containers, menu processes, food-safety requirements or school receiving conditions materially change.
When the Operational Support contractor or outsourced delivery provider issues a superior approved operating procedure, identify the new controlling document, archive this interim version, and prevent parallel use.
Lessons learned from LOG-05 dry runs should be incorporated before live operations.
