About this file

This document is a Small Business Preference submittal form for the City of Austin procurement program. The form is optional and allows offerors to voluntarily identify themselves as small businesses to receive preference incentives in City solicitations. The City of Austin recognizes two categories of eligible participants: Small Business Primes, which are offerors that hold recognized small business certifications and may receive full preference, and Small Business Subs, which are offerors that are not themselves small businesses but include one or more certified small business subcontractors representing at least 5 percent of the total contract amount and may receive partial preference. Offerors must hold certifications that comply with the U.S. Small Business Administration's Small Business Size Standards. The City maintains a list of recognized certifications on its website.

The form requires offerors to select one of two options: certifying that the offeror is a small business and providing certification details including name, acronym, number, and expiration date, or confirming that the offeror is not a small business but will utilize small business subcontractors by completing an attached Subcontracting Plan. The City reserves the right to verify certifications by contacting the certifying entities and may withhold preference, disqualify the offeror, or void an awarded contract if any misrepresentation is discovered. Participation in the Small Business Preference Program is optional and not required to submit an offer in response to the City solicitation.
