Solicitation HSFE80-12-R-0033
1. Link under Section A – Deployment on page 16 in the PWS directs to a page that states “Page Not Found”. Please provide updated link.
Response: The Link is no longer available outside of FEMA. However the content on pages 14, 15, 16 and 17 remain unchanged.
2. Can you provide a copy of the FEMA Workforce Enhancement Initiative for Employee
Readiness, Recruiting, Retention, and the Logistics Cadre Management Directorate – or direct as to how to obtain a copy.
Response: Excerpts from the summary document is provided in the PWS, Inspector Staffing pages 14 - 17
3. Please confirm that a total of 9 proposal binders (1 original plus 8 copies) and 2 CDs are required and not 2 CDs and 45 binders (a binder for each of the 5 volumes x 9 copies = 45).
Response: Confirmed
4. Please confirm what volume the Adjudication Event Plan should be located in the proposal.
Response: Adjudication Event Plan should be submitted with Volume 2 Technical Proposal
5. Please confirm what volume the Subcontracting Plan should be located in the proposal.
Response: The Subcontracting Plan is only required from successful offerors (see RFP, Section H.1 Subcontracting Plan.
6. In regards to the proposal content -would you please clarify the difference between Volume 2 Factor 1 of the Technical Proposal “Quality Management System (page L-8) and Volume 3 “Quality Management Systems Manual” (page L-13)?
Response: Volume 2 Technical Proposal QMS “The draft QMS describes processes to deliver conforming inspections that meet applicable FEMA and other statutory and regulatory requirements to include processes”. Volume 3 QMS is the Offerers draft QMS manual
7. Page 12 of 36 in the PWS #C.6.2 states that “the incumbent shall continue to perform task orders issued during the transition period of up to 90 days, at no additional cost to the government”. What would be required of the incumbent if a new disaster should occur during those 90 days?

Response: Work assigned to the incumbent will transition to the new contractor during the 90 day phase in period until phase out is completed.
8. Page 21 of 36 in the PWS states the “TOPR’s should be returned to the COR within 2-4 hours of the initial request”. Will the requests be sent out only during normal working hours and how will FEMA consider the different time zones across the nation?
Response: Historically the TOPR requests are sent during EST business hours.
9. Page 23 of 36 in the PWS states that “In the event electronic means are not possible, inspections shall be completed manually”. What is the historical occurrence of this?
Response: This is a rare occurrence last used in 2004 DR-1511 YAP.
10. Page L-14 under Pertinent Business Credentials #f) states that a surety bond is required.
The Q&A page 82 states that the surety bond will be removed. Please clarify.
Response: A surety bond is not required and will be removed from the solicitation.
11. If a company is forming a teaming agreement with one or two other companies, would you require four years of audited financial statements for all companies?
Response: Yes
12. If a company is forming a joint venture would you require four years of audited financial statements for all companies?
Response: Yes
13. In Subcontracting Plan and Goals, can second tier subs be used toward our subcontracting goals?
Response: No, only first-tier subcontractors may be used toward the subcontracting goals.
14. #312 of the Q&A was answered that samples of forms would be provided in the solicitation. We don’t believe they were provided.
Response: Correct, they were not provided. Response from Question# 312 is retracted, and forms will be provided to the successful offeror/s. This question or response is not relevant to source selection.
