Solicitation HSFE80‐12‐R‐0033 Questions and Answers

1. Response to question on Vol. 2 .1.1 Factor 1 / sub‐factor 1 ‐ QMS (page 81‐104)

Response acknowledged that what was requested in this factor is also requested in Volume 3, and that the requirements for this sub factor would be “corrected and moved to volume 3”. The new solicitation still includes the redundant requirements in Volume 2 Technical Approach.

Response:

Volume 2 identifies the QMS processes to deliver conforming inspections that meet applicable FEMA and other statutory and regulatory requirements; and Volume 3 is the Quality Management System Manual. The information will need to appear in both Volumes 2 and 3 as stated

2. Response to Q ‐ L.4 Evaluation of Compensation for Professional Employees ( p. 77 of 104) States it should go in Volume 4, but the new solicitation doesn’t reflect this in Section L.

The original response was incorrect. FAR Clause 52.222‐46 EVALUATION OF COMPENSATION FOR PROFESSIONAL EMPLOYEES (FEB 1993) requires submittal of a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract. The requirement of this clause shall be reflect in your Cost/Price Proposal (Volume 5). `

3. Response to Q – L.11 Instructions to preparation of the Proposal ( pp. 79‐104)

States that the adjudication event plan should go in Volume 2, but the new solicitation doesn’t appear to reflect this response in Section L.

Refer to Section L.11, #6:

6. Contractors shall provide an Adjudication Event plan including days they would need to build into their proposal to register their Housing Inspectors and ongoing turnover. Refer to Mobile Adjudication Events (MAE). Contractors shall be responsible for providing a suitable location for each Adjudication Events. Adjudication Event location must be able to seat at least 15 people or the number of expected registrants, whichever is less. The Adjudication Event plan is not included in the page count and will not be part of the evaluation criteria. The plan will be approved or disapproved by FEMA.

4. Responses to Q 23 (re: Section M 5) / Q51 (re: Volume 2, page L‐8)

States that solicitation will be updated to reflect that past performance questionnaires should be submitted directly to government. The change is described in Section M, Factor 4 Past Performance, but is not identified in Section L, Factor 4 which dictates what is specifically required for Factor 4.

2.1.4 FACTOR 4 – PAST PERFORMANCE dictates what is specifically required for Factor 4.

The proposal should include the following:

a) Past history (includes any predecessor companies);

b) Description of key personnel who have relevant experience;

c) Names and describes work performed by sub‐contractor's Vendors who performed major or critical aspects of the Vendor’s contract (FAR 42.502) ;

d) Proof work performed conformed to contractual requirements and standards;

e) Examples depicting solid abilities to forecast and control cost;

f) Examples demonstrating adherence to contract schedules;

g) History of reasonable and cooperative behavior and commitment to customer satisfaction;

h) Examples show the Vendor’s business like concern for the interest of the customer;

i) Demonstration of successful performance on service‐based contracts. For example, solid history of good customer satisfaction such as low complaint history, client complements, and expedient resolutions to dissatisfied customers;

j) Records of good cooperative management;

k) Evidence to support that minimal doubt exists, based on the Vendor’s performance record, that the Vendor can perform the proposed effort. (= Low Risk).

5. Response to Q350 (re: audited financial statements)

Response appeared to have deleted requirement for audited financial statements. RFP has added requirement back in.

Response: Correct. The solicitation is correct.

6. Response to Q347 (re: L‐8, Subcontractor plan)

Subcontracting plan requirement has been removed from volume 2 technical proposal. It appears to have been added to the end of the 1.2.4 OCI requirement by accident. Is it supposed to be its own standalone requirement in Volume 1 instead?

Subcontracting Plan requirements have changed. Refer to H.1 Subcontracting Plan

H.1 SUBCONTRACTING PLAN

The successful offeror or offerors, if more than one contract is awarded under this solicitation that meets the requirements for a subcontracting plan, will be required to submit a subcontracting plan in accordance with FAR 19.704. The subcontracting plan will include the goals set forth below for small business and each socio‐economic grouping. The goals will be applied to the total subcontracted value of the contract, including options years, if applicable.

Example:

The total value of a base year contract with 4 option years is $5,000,000. The total amount to be subcontracted is 60% of $5,000,000 which equals $3,000,000. Of the $3,000,000, the total amount to be subcontracted to large businesses is 55% which equals $1,650,000. The total amount to be subcontracted to small businesses is 45% which equals $1,350,000.

$1,650,000 + $1,350,000 = $3,000,000. $3,000, 000 is the total amount to be subcontracted.
