HOUSING INSPECTION SERVICES
Questions and Responses
Solicitation HSFE80-12-R-0033
1. Production:
Does each section require page numbers?
If so, will Vol. I, which is the only section containing original documents, be exempt?
Response: Each section requires page numbers. The cover letter, with a page limitation of three, requires page numbers. Volume I, Sections B-K contains page numbers.
2. Page 16 of 26 in the PWS under Deployment “a sample guide for development purposes is located at http://www.fema.gov/about/divisions/logisticsmanagement/logistics_cadre.shtm This address doesn’t work.
Response: The Link is no longer available outside of FEMA. However the content on pages 14, 15, 16 and 17 remain unchanged.
3. In Volume 5: Cost Factor 5.1. It states the Offerors shall propose fixed rates for Generalist I, II and III using Attachment 17. H. 5 Only shows the requirement for Generalist 1 and Generalist 3 and Attachment 17 also only shows Generalist 1 and Generalist 3. Can you confirm that Volume 5 – 5.1 is incorrect and that there is only a need for Generalist 1 and Generalist 3 fixed rates?
Response: Confirming that there is only a need for Generalist 1 and Generalist 3 fixed rates, Generalist 2 has been removed.
4. Please supply FEMA Form 61-18 that is needed for the Annual Equipment
Report.
Response: This form is currently not in use.
5. Attachment 17 – page 3 under Management of GFP & CAP, it mentions
Electronic Fingerprint Kits (EFK). Will the government supply these? Will there be a cost to the contractor?

Response: The requirement for Electronic Fingerprint Kits (EFK) will be removed from the Solicitation, and Attachment 17 has been revised to reflect the deletion.
6. Page 18 of 36 in the PWS, second paragraph: “HIS Contractor(s) must utilize the identified GSA approved provider to issue PIV-I identity credentials to all personnel”. Who actually does the fingerprinting for the PIVing, is it the HIS Contractor or the identified GSA approved provider?
Response: A GSA service provider has been contracted to collect fingerprints, and will be identified to the successful offeror(s).
7. Attachment 17, page 3 of 22 – under: Information technology (IT) and
Communications/Data Plans Recurring Cost Reimbursement and Disaster Specific Costs (Encompass PWS). Please explain the reference to inspections via electronic means.
Response: Data collection for damaged dwellings etc. is placed into the inspection palm tablet and communicated via electronic means (i.e Wifi, air card) through a secure connection to FEMA.
8. Are inspectors required to have a contractor provided telephone?
Response: Inspectors are required to set appointments with disaster survivors; it is up to the contractor to determine what equipment they provide the inspector.
9. Are air cards provided by the government? There are conflicting statements saying the contractor should handle this in the PWS but then on page 73 of the first Q&A the last answer it says Inspection tablets/equipment and data plans will be provided by the Government. Please clarify.
Response: Air cards will be GFP; data plans are cost reimbursable. All GFP shall be managed (maintained, inventoried etc.) by the contractor
10. Attachment 11 Section 1.2.1.2 How much does the Mobile Device Management software cost? Is this reimbursable?
Response: Attachment 11 - Android tablets are not in service at this time;
associated cost is not available.
11. Section L, page L-16 – 5.2.5 – states information must be provided for a number of systems, including an “Estimating System.” Q&Q # 59 said the Estimating Methodology would be eliminated. Can you please clarify?
Response: Estimating System language was removed from the RFP 5.2.6

12. Attachment # 17, page 2 of 22 – Labor Operations & Management Recurring Cost Reimbursement & Disaster Specific Costs – Monthly Certified Payroll will be required as part of Cost Validation; can you please provided details as to the type of certification that will be needed?
Response: Yes, Monthly Payroll Records. Contractor shall itemize all associated costs submitted for payment.
