HSCG47-17-R-3EFK02

SOLICITATION NO. HSCG47-17-R-3EFK02 IS AMENDED AS FOLLOWS:

1. SECTION 01800-1.12.1.6: DELETE the last two sentences.

ANSWERS TO RFI QUESTIONS:

1. You have a few doors with access control or IDS scheduled in the hardware (Breathable Air Room, use of CAC cards at exterior doors) but no Access Control system or IDS in the RFP. Are these localized systems or is there a building system that should be installed to tie in the various doors? Please provide a more detailed scope for this division of work.

Response:

Locksets shall be an electronic (battery) stand-alone locking systems capable of being operated by push-button key pad buttons or Common Access Card (CAC) [FIPS 201 compatible], or both. Provide interchangeable cores equivalent to Best 7-pin length.

Construction shall be heavy-duty solid cast housings and solid cast levers with standard satin chrome 26D (626) finish on housing and levers and vandal resistant, solid metal pushbuttons. Locksets can either be cylindrical or mortise type , feature key override and be furnished with a 1” deadbolt throw.

2. Can you please provide a more detailed specification for the gauge and finish of the exterior metal wall panels. Do you have a profile that is typical for these panels on base?

Response:

The design intent as specified in the RFP is to utilize insulated metal panels over the sub-wall construction, masonry, concrete or structural steel, as the finish component to achieve the specified energy efficiency and to match the nearby Industrial Building’s Boat Maintenance Addition wall panel finish. The metal panels can either be prefabricated (factory made with a foam filing between outer and inner metal panels) or site constructed where the inner metal panel is installed, insulation is installed and then the exterior finish panel is installed. Panels shall be installed with concealed clips. The manufacturer’s standard corrugated panel configuration similar to those on the adjacent Industrial Building construction is acceptable. The exterior finish panel shall be minimum 26 gage.

3. Can you identify where the nearest Natural Gas connection point is in relation to the new Building?

Response:

Refer to the CAD file for Drawing C102. The natural gas is located east of and adjacent to the water line and is in Layer “V-NGAS”. Refer to Specification Section 01110, Paragraph 1.10, for utility contact information.

4. 1800 1.16 The word “campus” is used several times in the telecom specification. For clarification; we are not reworking the Galveston campus telecom system but just pulling from the campus system what we need to feed the new MAT building and the pier work correct?

Response:

Yes. You are not reworking the existing campus cabling system. You are adding to the system and testing only that cabling that you are installing per this RFP. You may use the existing telecom conduit system (including manholes/handholes) to the furthest extend practical; adding as needed. Also adding as specified.

5. Section - 1800-1.12.1.6 is asking for two 14’ diameter ceiling fans in the boat maintenance bay. Are these required? There is mention of them in the “hangar” and I think they may be in this RFP because of an editing error. The height of the maintenance bay is getting quite tall without them, between the overhead crane and lights, adding a large fan would push up the height of that space considerably. You still have the oscillating fans on the walls of that area in the RFP and that will direct more air down to the work areas than ceiling fans over a crane.

Response:

The two air circulation fans as described in 01800-1.12.1.6 are not required.

6. Factor 5 is limited to 15 pages, does that include drawings that represent the 10% concept design solution?

Response:

The 15 pages for Factor 5 does not include drawings.

7. It is unclear in the EA if the USACOE 408 permit is needed or not and if it is needed do we as the design build contractor need to procure it?

RESPONSE:

Review Specification 01800 1.18 and more specifically 01800 1.18.2 for environmental permitting requirements. The contractor is responsible to identify and prepare all permit applications and once permits are obtained follow all permit requirements/conditions. No permit applications have been prepared by the government for this project and no permits have been granted. The contractor will be responsible for all of this work. It should be assumed that this project may require federal, state, and possibly even local permitting from more than one regulatory agency.

The contractor must evaluate all permits required for this project, and ensure that these permits are obtained prior to beginning any work. Additionally, an environmental Protection Plan (See specification 01800 1.18.3.1) must be prepared and submitted with the first design submittal package. This plan includes requirements to indentify all required permits (See specification 01800 1.18.3.1.3).

8. It appears by the RFP specs that all lighting controls, except mechanical, electrical and telecom rooms will be motion activated. Is this correct?

RESPONSE:

This is correct per the RFP. Provide lighting controls in those rooms as required by ASHRAE 90.1, with exceptions for mechanical, electrical and telecommunications equipment rooms and other spaces where loss of light would endanger occupant safety or impact on operations.

9. The CCTV section specifies wireless cameras, but the existing PELCO SDN4CBW-PG- 50 is a wired camera with cat 5, but the spec also refers to the Motorola PTP200 wireless outdoor kit. Please explain the system. Are the wireless cameras line of sight communication? How do these operate on your current hardwired network?

RESPONSE:

The wireless cameras are line of sight to be integrated within the current hardwired network located within the Engineering/Industrial Building. The system is to be designed so that the building can be monitored from the Engineering/Industrial Building.

10. The PA system as mentioned for S. Pier- The RFP references local are loudspeaker paging zones for paging and announcements. Where will these outside speakers be located?

RESPONSE:

It is up to the designer of record to determine the position the speakers on the pier that will ensure full coverage.

11. The paging system works off the telephone system. Will an outdoor field telephone be required on the S. Pier or will only outdoor paging speakers be used?

RESPONSE:

The existing paging system is tied to the phone system at the controller located in the main telecommunication room of the multi mission building.

12. RFP advises to run new conduit pathway from S. Pier to the Multi-Mission Bldg. Can this be run with existing telephone duct already going to that location?

RESPONSE:

Yes. New conduit can run alongside existing conduit and may even use existing manholes/handholes . It is up to the designer of record to determine if existing manholes/handholes can support new conduit and cables.

13. The RFP advises that we are to use existing UG pathways for installing the cabling.

This is how we will budget this as we will not know what is available until each manhole is opened and raceways are investigated. Is this acceptable?

RESPONSE:

Do not assume existing pathways or manholes/handholes are available. The contractor shall price the system as if no spare conduits or Manholes are available.

14. FRC building- What will be the area classification for the work areas. Will there be any class 1 div 2? Diesel fuel is not classified, but are there any other areas of concern?

RESPONSE:

The designer of record shall determine the classification of work. Boats will be tow into the boat bay with fuel in their tanks and oil in the engines. The work done is primary maintenance such as changing oils and fluids of the engine. Fuel and oil will not be stored within the facility.

15. Some of the specifications mention J hooks for plenum cabling. This indicates open wiring in ceiling, but the RFP docs say clearly the ALL wiring will be in conduit, including PA, FA, CCTV and CATV etc. All in conduit correct?

RESPONSE:

1) For cat5e (data & voice) cable: conduit shall be used from the condulet box at the work area outlet stub out above the drop ceiling. From there open ceiling wiring using J hooks and cable trays may be used (see references TIA-568 and 569). For areas without drop ceilings (such as shop areas) then conduit is to be use. 2) PA, FA, CCTV and CATV will be in conduit.

16. Page 3-27, section 3.12.2 says that “The Proposed Action and other waterfront work would involve noise producing activities; however, these activities would occur in a predominantly maritime industrial area with few sensitive noise receptors, they would all be required to comply with the City of Galveston noise ordinance, and it is unlikely that these activities would occur concurrently or sequentially in a manner that would create cumulatively significant noise impacts.” Further the EA says in the same section “the Proposed Action is not anticipated to contribute to any significant adverse cumulative impacts.” Does this mean that the BMPs related to “In Water Work Restrictions” in section 2.1.6 would not apply to this project, specifically bubble curtains, soft start pile driving, silt curtains and marine mammal observers?

There have been significant marine construction projects completed recently in this very area that were not required to comply with these suggested BMPs and doing so on this project will significantly raise the cost of the work.

RESPONSE:

The contractor must determine all required permits and prepare all required permit applications (See 01800 1.18.2), have all permits in place prior to construction, and abide by all permit conditions. The contractor's question references the NEPA EA and language stating "the Proposed Action is not anticipated to contribute to any significant adverse cumulative impacts." The EA is not a specific permit or a permit condition, and the EA would require that all required permits are held prior construction, that appropriate construction techniques and BMPs are utilized to meet all permit conditions, and that the contractor complies with all environmental permit conditions. It would not be unusual and it should be assumed that environmental permits may require various BMPs and conditions that would require contractor to utilize BMPs such as bubble curtains, soft start pile driving, silt curtains, and/or marine mammal observers. There could be additional BMPs and construction techniques required beyond this short list that may also be required to meet all permit conditions.

AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT
