1. OVERVIEW

1.A. Intent In conformance with logistics practices and to enhance operational home-porting interoperability, C4&IT shore ties shall be standard for each cutter. This Configuration Standard Technical Order (CSTO) establishes standards on C4&IT shore ties for cutters and shore facilities applications.

1.B. Referenced Directives

1.B.1. Telecommunication Manual, COMDTINST M2000.3D

2. PURPOSE AND SCOPE

2.A. Purpose This technical order informs facility managers of the requirements for providing acceptable standardized facility/vessel (cutters) C4&IT shore ties throughout the Coast Guard.

2.B. Scope

2.B.1. Who Performs C4IT-SC is responsible for the management of this technical order. TISCOM, the C4IT- SC Enterprise Network Infrastructure - Product Line (ENI PL) will be the Center of Excellence (CoE) responsible for the implementation of the standards outlined in this technical order.

2.B.2. Applicable Assets (and/or Services) All cutters and their homeport facilities will be covered under this technical order.

Homeport facilities will be coordinated with FD&CC to ensure all requirements are met and implemented.

2.B.3. When to Perform TISCOM is coordinating with C4ITSC the implementation in order to meet the standardization goal. Any new construction of pier mounds by FD&CC will be coordinated with the appropriate C4IT-SC product line to validate requirements. All new cutters will be delivered with a standard C4&IT shore tie.

2.B.4. To Whom (Customers) This technical order will apply to all cutters and shoreside facilities.

2.B.5. Suppliers ESU’s shall provide replacement shore ties when required. Cutters will not construct their own shore ties. ESU’s will be responsible for maintaining and replacing all pier mound shore tie connectors.

2.C. Process Links N/A

3. STANDARD REFERENCES

3.A. Telecommunication Manual, COMDTINST M2000.3D

3.B. Civil Engineering Manual, COMDTINST M11000.11 (series)

3.C. Naval Engineering Manual, COMDTINST M9000.6 (series)

4. REQUIREMENTS

4.A. General

4.A.1. C4&IT shore tie cables provide shipboard connectivity to the provided voice circuits and data circuit from the servicing shore facility. No other services (ie; CCTV, CATV etc.)

are considered part of the standard C4&IT shore tie. Space for vendor provided CATV will be allocated on the shoreside pier mound(s).

4.A.2. ESU’s shall be responsible for furnishing and maintaining C4&IT shoretie cables and plugs to ensure all cables maintain standard configuration.

4.A.3. ESU’s shall be responsible for maintaining shoreside pier mound receptacles and infrastructure.

4.A.4. All new cutters shall be delivered with a standard shore tie configuration as designated in this CSTO.

4.B. Shipboard Configuration

4.B.1. All vessels shall use the same configuration for plugs as follows: Plug 1 will consist of pins 1-8 as 4 dedicated voice circuits and pins 9-12 as the dedicated CGOne circuit. If required, Plug 2 will consist of pins 1-12 as 6 dedicated voice circuits for units requiring more than 4 dedicated voice lines. National Security Cutters (NSC) will utilize a third plug that will be unique to the NSC. Shipboard receptacles will be the RussellStoll

SKWR12XG.

4.B.2. All vessels shall use the designated standard shore tie cable, Belden’s 9389, 18 gauge, stranded 6 pair cable. All cable plugs will be the RussellStoll SKWP12XG.

4.B.3. Refer to enclosure (1) for the standard shoretie design practice.

4.C. Shoreside Configuration

4.C.1. Each shoreside pier mound will provide 4 dedicated copper C4&IT shoretie receptacles (RussellStoll SKWR12XG) and 2 future fiber optic receptacles (Delphi Hermaphroditic 12-CH receptacles).

4.C.2. Refer to enclosure (2) for recommended shoretie facility design practices.

4.C.3. Copper receptacles will be fed with 2 each 25 pair Category 5-E rated cables via dedicated 4 inch conduits. Conduits will be direct home-runs from the closest Telecommunications Closet with a maximum of 180 degrees of sweep between readily accessible pull boxes.

4.C.4. Each shoreside pier mound will provide for future fiber optic receptacles via dedicated 4 inch conduits, allowing for the mounting of the 2 each Delphi Hermaphroditic connectors. Conduits will be direct home-runs from the closest Telecommunications Closet with a maximum of 180 degrees of sweep between readily accessible pull boxes.

4.C.5. Refer to enclosure (3) for the fiber optic connector.
