SOLICITATION NO. HSCG47-17-R-3EFK02 IS AMENDED AS FOLLOWS:

1. SECTION J, LIST OF ATTACHMENTS: DELETE Attachment J.5 DOL Wage Determination: General Wage Decision Number TX180298 dated 01/05/2018 and Replace with General Wage Decision Number TX180298 Modification Number 1 dated 01/12/2018 attached. ANSWERS TO RFI QUESTIONS:

1. Paragraph 1.13.1.2.2 of section 01800 in the RFP requires the new South Pier shore ties to be connected to 1200amp switchboard MSB. Paragraph 1.13.2.4 requires the replacement of the existing switchboard and maintaining the electrical service to equipment that is existing to remain. Amendment 0006 states to connect the new building to the new switchboard. Please provide the demand electrical load for the existing equipment that will remain connected to switchboard MSB. The existing load is required to size the new switchboard.

Response:

The designer of record will need to confirm exact loading of the 1200 Amp switchboard.

The latest trend data indicated that switchboard electric load was at 750 Amps.

2. To limit down time for the existing to remain loads in switchboard MSB, we plan to install a new switchboard next to the existing and provide new feeders for the existing to remain circuits from the new switchboard to the existing one. The circuit breakers and busbar would be removed from the existing switchboard and it would be used as a splice box. Please confirm that is approach is acceptable.

Response:

The Coast Guard has no issues with this approach. The Contractor assumes all responsibility with using this approach.

3. I am respectfully requesting an extension to the bid date to 25 January. The extra time will help us coordinate with several divisions of work and deliver better pricing.

Response:

Please see Amendment 0007 for the new receipt for proposal date.

4. Would you consider a longer duration for the design and construction of the FRC building? As with any design build you have several prescribed design and design review periods that also include USCG feedback and response. The design phase will likely take an aggressive 6.5 months to complete only leaving roughly 7 months for construction. Although the building can be built in 7 months it will be a bit rushed.

Taking into consideration commissioning, testing and outfitting we feel that a construction duration of 10 months will provide a better quality project. Would you consider making the design and construction duration for the FRC building 490 days?

HSCG47-17-R-3EFK02

Response:

The design and construction duration for the FRC building is extended from 400 to 490 days.

5. Are there any restrictions or temporary controls associated with the pier work as it relates to after-hours work, off hours work, separated walk ways for USCG personnel, special signage etc? Are the piers going to be use by the USCG during our construction work, specifically the South pier, will you remove the boats from the south pier during our construction work? I believe the retrofitting of the North pier can be done during normal working hours with it being occupied by USCG if proper controls are in place.

Response:

The work hours are restricted to 0630 to 1830 Monday through Friday. No work on Weekends or Federal holidays unless authorized in advanced by the Contracting Officer. The vessels associated with the South Pier will be relocated to another Pier during the construction of the South Pier. The vessel associated with the Southside of the North Pier will be relocated during construction of the North Pier. The Contractor will need to share the Pier when the vessel associated with the Northside of the North Pier is in port.
