SOLICITATION NO. HSCG47-17-R-3EFK02 IS AMENDED AS FOLLOWS:
1. SECTION J, LIST OF ATTACHMENTS: DELETE Attachment J.5 DOL Wage Determination: General Decision Number TX170298 Modification Number 8 dated 11/10/2017 and replace with General Wage Decision Number TX17098 Modification Number 9 dated 12/01/2017 attached. This wage determination is applicable to Option Item 0001 work.
2. ADD General Wage Decision Number TX170067 dated 01/06/2017 attached. This wage determination is applicable to Base Item 0001 work.
ANSWERS TO RFI QUESTIONS:
1. Section 01800_1.8 – Page 2, Paragraph 1.8.8.1 indicates “Utilities are supported under the deck and in utility trenches, as shown in existing drawings.”. Please provide existing pier drawings.
Response:
Please see the attached drawing SOUTH PIER PLAN 08-58-79.
2. If complete pier drawings are not available, please provide approximately pile lengths/capacity used for the existing pier.
Response:
Please see the attached drawing SOUTH PIER PLAN 08-58-79.
3. Section 01800_1.8 paragraph 1.8.5.1.1 and 1.8.5.1.2. RFP calls for an elevated concrete floor slab (5-inch-thick) except for the boat bay which calls for a 6 inch structural slab. Please clarify if these either or both slabs will be floating slabs on grade or will be required to be structurally reinforced slabs which are supported on piles.
Response:
The Designer of Record (DOR) will need to determine during the course of design.
4. We are respectfully requesting a roughly two-week extension to the bid date, from 28 December to 12 January. The construction market in Houston is very busy right now and any surrounding areas are greatly affected. Trying to get trade partners interested in a job that bids the week between Christmas and New Year’s is proving to be difficult.
If we had an extension I believe we can get more coverage and more competitive pricing.
Response:
The proposal receipt date for Phase II has been extended from December 28, 2017 to January 18, 2018 at 2:00PM EST.
5. Are there any Geotech reports you could supply from adjacent work? We understand there are no Geotech reports specific for this project per the RFP.
Response:
Please see the attached Geotechnical Report dated November 16, 2011.
6. Would you be able to provide a wage scale that would cover heavy civil construction and be more applicable to the marine work associated with the project? The wage scale you have associated with the RFP now is for building trades and is quite high for the area as it relates to the pier and marine work. You could have a more competitive number by adding the wage scale.
Response:
See wage determinations referenced in Section J.5. above.
7. C 103, note 3. Can you give more detail as to what the quantity of material there is to remove associated with the shore protection rework? We believe there is considerable more rock material below what is seen on the surface and this material will need to be removed to allow driving the new wood piles. Can you quantify the amount of material to be removed that will allow us to drive piles through sand in lieu of loose laid rock?
Additional detail cannot be provided regarding the quantity of material to be removed.
All available drawings have been researched and no detailed sections of the revetment have been found indicating the depth of armor stone, bedding material, potential toe configuration, etc.
8. Section 01800-1.13.10 Uninterruptible Power Supply (UPS): Requires a rack mounted UPS to serve the user furnished servers plus 25% spare capacity. Please provide the estimated load for the servers.
Response:
3000VA
9. Section 01800-1.13.10 Uninterruptible Power Supply (UPS): The UPS is required to be connected to the emergency power distribution system. The RFP does not list a requirement for an emergency generator. Will a emergency generator be owner furnished?
No emergency generator is required for this project.
10. Section 01800, 1.7.2.1 Floor Systems states the following: “The elevated building platform slabs should be insulated and consist of a finished floor slab over rigid insulation on top of the elevated structural slab.” Does this mean there are 2 slabs?
One on top of the other?
Response:
Yes.
11. Is there any dredging in the scope of work for this project?
Response:
No dredging is required for this project.
12. Spec Section 1.8.9.3 Pier Extension Design; Please clarify fender system. At the extension, is only the FRC being moored? Will a timber fendering system be required around the pier in addition to the floating marine fenders needed for the FRC (per drawing – only 3 of these fenders are needed each side).
Response:
The mooring design and calculations shall be for the FRC vessel on both sides of the South Pier extension. The Contractor shall ensure the fender system, which includes fixed and floating marine fender selection and layout, are adequate for the FRC.
13. Spec. Section 1.8.11: Please clarify where new fender system is needed at existing piers. Does this apply to the south side of the North Pier only? Does it also apply to both sides of the Existing South Pier (where WLIC and Barge are anchored). Please clarify what the existing fendering system is and whether it may be reused if applicable.
Response:
The mooring design and calculations shall be for the FRC vessel on both sides of the South Pier extension and the south side of the North Pier, as represented by the position of the FRC in drawings C104.
As noted in Para 1.8.8.2, RFP drawings for new waterfront work are concepts only and are not intended to meet or exceed minimum requirements. The final size, number, and spacing of piles, camels, bollards, fenders, and cleats are the responsibility of the Contractor.
Reference drawings and section details of the existing South and North Pier are provided. Reuse of cleats and bollards are permissible, however, reuse of existing fender systems is not permissible.

14. Please specify the pipe material required for the wet utilities servicing the pier and under the new pier extension.
Response:
