1. SECTION J, LIST OF ATTACHMENTS: DELETE Attachment J.5 DOL Wage Determination: General Decision Number TX170298 Modification Number 9 dated 12/01/2017 and replace with General Wage Decision Number TX180298 dated 01/05/2018 attached. This wage determination is applicable to Option Item 0001 work.

2. DELETE General Wage Decision Number TX170067 dated 01/06/2017 and replace with General Wage Decision Number TX180067 dated 01/05/2018 attached. This wage determination is applicable to Base Item 0001 work.

ANSWERS TO RFI QUESTIONS:

1. The RFP conceptual floor plan indicates a drain located in the center of MK Boat Maintenance Work Bay and Work Area. Will an oil/water separator be required on the out flow of this pipe prior to connecting to the sanitary system on site?

Response:

No oil/water separator is required for this project.

2. 1.13.2.3 states, “North Pier: Remove existing Shore Tie S2 and modify existing electrical services on the concrete section of the pier to accommodate the installation of a new FRC Shore-tie. Maintain existing electrical services to equipment remaining on the North Pier.” Is our limit of construction on the North pier replacing the Shore Tie, or are we replacing the feeders and providing a new ground monitoring systems also?

Response:

The scope involves the replacing of the Shore Tie. The New Shore Tie will require a New ground monitoring system compatible with the NEW Shore Tie.

3. For the bid option, construction of MAT facility, should the service tie into an existing switchgear, or will a new transformer be provided by the utility company?

Response:

The scope involves Replacing the Existing Switchgear with a New Switchgear and tie the NEW MAT facility into the NEW Switchgear.

4. In amendment 3 you mention that for price we are to “Submit the price in accordance with Section B. All offerors shall submit a detailed breakdown of the price proposal to include all material, labor and equipment.” Section B from the RFP is not requesting any detail or breakdown of the numbers. It is simply asking for Design Cost and Construction Cost and a total of the two for both the base bid and option. We are assuming that the level of detail you are requesting is simply filling in the requested cost line items per Section B with no additional information required, correct?

Response:

No, we are requesting a detailed breakdown of the price proposal to include all material, labor and equipment in addition to the pricing requested in Section B.

HSCG47-17-R-3EFK02

5. Section H of RFP, page 17 of 81, sub-part e. With the base bid including marine work and pier construction will you require Vessel Insurance as requested in part e? If so, would you accept an active policy from my sub-contractor or would you also require me as the Prime to have an active policy? I would prefer not to have the added expense in the bid for the second policy.

Response:

The Vessel Liability Insurance does not apply.

6. Section 1800, 1.4, 1.4.12. Site Physical Security. There is some confusion with fence in this section. Are we to price a 6’ high security fence for temporary use where we remove the existing permanent fence for construction of the MAT Building. If so, is this fence to use posts that are driven into the ground or concreted into the ground? The last few sentences in this section refer to an 8’ high chain link fence with barbed wire.

Are we to assume that is the requirement for the replacement of the existing fence? If so are we to assume this 8’ high fence has posts concreted into the ground?

Response:

A 6’ high security fence will suffice for temporary use and may be driven into the ground. The permanent fence shall match existing and shall be concreted into the ground as required by the referenced ASTM F567-11.

7. 1800-1.17. The design, coordination, procurement and installation of FF&E is to be included in the option ITEM 0001 correct?

Response:

The design, coordination, procurement and installation of FF&E shall be included in the option ITEM 0001.

8. Have you procured the USACE permits for this project?

Response:

No, the contractor is responsible with procuring all permits to include USACE permits.

9. The base bid is allowed 240 days for design and construction of the pier work. We feel this is very aggressive even if we fast track the design deliverables the design phase will take roughly 4.5 months including USCG review periods. And the answer to question #22 above will significantly affect this schedule as well. Would you consider taking a second look at the contract durations on both the base bid an option for this contract?

RESPONSE:

The Base Item 1 period of performance is increased from 240 days to 365 days.
