| Attachment 5 – Proposal Cost Template |
| The first question concerns the “Revised Cost Prop”. As was the case with the original “Cost Prop” there is no pricing place holder for two of the Sample Work Plan pricing items. There is no pricing place holder for the Laredo Sector Boat Ramps, which includes the “inspection of two boat ramps” and the “repair of erosion problems”. Please provide a revised “cost prop” which will include the two missing pricing items? |

As we are all aware, moving the Bid Date to January 5 will make it extremely burdensome on many of our staff over the Christmas and New Year’s holidays to have this proposal produced and submitted to the Arlington, VA office on January 5. Offeror respectfully requests a bid postponement to January 7 or beyond.
The revised Proposal due date is 9 January, 2014 at 05:00 p.m. EST.
The revised Addendum 5 “Cost Prop”, RGV Roads and Bridges Tab, Repair activity No. 7 has a duplicate activity for Blading of the FC-2 Roads. Please provide clarification on how you want proposers to deal with this matter or provide a revised “Cost Prop”.
Attachment 5, Laredo repair activity #7 is hereby revised to remove FC-2 road designation and replace it with the FC-3 road designation to align with Attachment 3.
Another “Cost Prop” issue is the RGV Drainage and Grates Tab where there are three errors that need addressed. The top of the spreadsheet has an extra activity, Repair Activity No. 3: Repair Erosion at LWC, that is not in the SWP. Missing are two other activities “Repair Activity No. 3: Inspect Grates and Prepare Report and Repair Activity No. 4: Remove Debris from Grates and Dispose.
Please see Attachment 5, which is hereby revised to remove “Repair Erosion at LWC, add Repair Activity No. 3: Inspect and Exercise Grates; along with Repair Activity No. 4: Remove Debris from Grates in order to align with Attachment 3.

| Paragraph B.3 indicates the Firmed Fixed Priced CLIN will be program management. Offeror is to develop a fixed fee cost for program management based on a “sample work plan”. Furthermore, it is our understanding that the “sample work plan” is used to capture realistic requirements…with that said it is also our understanding that upon award of the Area IV contract, Program Management FFP CLIN 006 will not be adequately funded if there are any deviations from the sample work in the RFP. |

| How is this program management fixed fee to be adjusted once an actual work plan is developed? Please clarify. |
| The Project Management CLIN shall not be adjusted once the final work plan is developed. The offeror should develop its best FFP estimate for PM support based on the sample work plan. |

| Reference page 95 of 113 of the above referenced solicitation. |
| Paragraph titled “Page Limits” reads as follows: “The Volume I Technical Proposal is limited to 50 pages. Pages beyond this number will not be read or evaluated. When both sides of a sheet display printed material, it shall be counted as 2 pages (single-sided preferable). Printed pages and illustrations shall be legible and no larger than 11” x 17” foldouts as appropriate for the subject matter. Foldouts are considered part of the page limitations, shall be printed on one side only, and shall count as two pages. All pages must be numbered sequentially. Included in the page count are separate pages providing graphics, charts, illustrations, and pictures. Title pages, table of contents, section dividers, resumes, and cover pages will not count in page limits.” |
If we are to follow these limitations and requirements, Tab D will consume approximately 15-25 pages leaving the balance of the page count to Tab A, B, C, and E. It would benefit the government if tab C and D are not included on the page count. Please advise.
The 50 page limitation is maintained.

| Attachment 5 - Proposal Cost Template |
| Sheets titled "Summary" for each of the CLIN. Line item (D) "Overhead @ Rate (%) x (C) = (See Note 2)" has a formula calculating Overhead for the labor only, but note 2 states "Direct labor rates are fully burdened, so a separate Overhead amount was not required." |
| Attachment 5 has been revised to indicate that the row (D) Overhead rate is not to be used for this proposal. The various columns have been “blacked out” and all calculations adjusted. |
| Is the formula in error and should calculate Overhead on Material, Equipment, and ODC? |
| Overhead is not included in the material, equipment and other direct costs. No change to Attachment 5 formula. |
| Furthermore, the value obtained from the Overhead cell does not transferred to any other total sheets. Is this overhead total on these summary sheets just for information? |

| In reviewing Attachment 3 "Sample Work Plan" and Attachment 5 "Proposal Cost Template", there are some inconsistencies between the two documents. Which documents are we to follow to develop our cost proposal and work plan? |

| Page 95 L.12 A – VOLUME I - Technical |
| As we are working on our review of our proposal we noticed a conflict in requirements. As noted on page 95 L.12 A – VOLUME I – technical is specifically states “This volume must not contain any reference to cost;….” And then within this volume on page 99 Tab D – Sample Work Plan it states in item 1 last sentence “… the required resources by labor type, estimated hours, equipment, and materials/supplies to accomplish the work, and the detailed Estimated cost by Work Activity. |
Please clarify the requirement if cost IS to be included in the technical volume.
As stated on Page 95, L.12, A (Volume I), no costs shall be included in the Technical Volume.
Accordingly, Page 99, Tab D – Sample Work Plan, Item 1 is hereby revised to state the following, “The planned/recommended work activities by work category and work classification combination. The Contractor shall package all work into individual work elements and projects. Work elements and projects shall describe a discrete set of work items, the specific location of each work item, when they should be performed, the required work standards (if applicable), the required resources by labor type, estimated hours, equipment, and materials/supplies to accomplish the work for each work activity contained in the Sample Work Plan Request.
