Section (L) L. 12 Tab C
PPQ
Per FAR 15.305 (a)(2)(iii), is it acceptable for the Prime offeror to submit the relevant experience of affiliated companies for evaluation of the Prime’s past performance?
If the offeror has proposed using the affiliated companies to perform the contract, and those affiliated companies are within his control (as opposed to a potential subcontractor), then it would seem that their past performance would be relevant.
Section (I) There are no Limitation of Liability clauses provided within the RFP. Would the Government please consider including FAR clauses 52.228-7 and 52.246-25?
No, the contracting officer shall insert the clause at 52.228-7, Insurance -- Liability to Third Persons, in solicitations and contracts, other than those for construction contracts and those for architect-engineer services, when a cost-reimbursement contract is contemplated.
Section (I) I.68 Changes-Cost Reimbursement
Clause 52.243-2 Changes-Cost- Reimbursement (Aug 1987) Alternate III (Apr 1984) is included however since there is a Firm Fixed Price CLIN, should Clause 52.243-4 Changes also be included?
Yes, Clause 52.243-4 will only be applied to the Firm Fixed Price CLIN.

The due dates for this effort conflict – the Standard Form in Section A states 3PM EST on 10/27/14 and Section L states 3 PM 28 October 2014 – please clarify the correct date for submission
The submission due date is revised to December 5, 2014 3:00 PM EST.

Please clarify which positions are considered Key. No key personnel positions were provided in Section H as stated in the RFP

For Prep. Of Proposals
Per the requirement to submit hard copies in 3-ring binders, since the only hard copy deliverable is the sign originals of the SF1447, is it acceptable to submit those within an envelope with the CDs and not in a 3 ring binder?
No, the preference would be in a binder, so the papers are contained and in order?
Section (K) K.1 Annual Reps and Certs.
FAR clause 52.204-8(a)(1) does not specify the NAICS for this solicitation. Could the government please provide the NAICS for this effort?

Section (I) I.24 Liquidated Damages- Subcontracting Plan
Was it the Governments intent to incorporate 52.219-16 Liquidated Damages- Subcontracting Plan (Jan 1999) since this solicitation has been set aside for 8(a) SDB’s?
No. This reference will be removed.
Subcontracting Plan information will not be required as this Award will be set-aside for an 8(a) firm.
Section (K) I Reps,Certs, other Statements of Offeror
Since FAR 52.204-7 is not included in the solicitation, is it acceptable for the offeror to check the appropriate box in 52.204-8(b)(2) and thereby not provide a signed hard copy of Section K Reps Certs, Other Statement of Offeror
FAR 52.204-7 is referenced in Section I.77 (previously I.78).
Attachment (5) Proposal Cost Template
In the Attach_5- (A00004) Proposal_Cost_Template_HSBP1014R0058 140806 workbook, worksheet “Wage-Labor Rates” would the government please provide more detailed instruction on how to complete this required worksheet? Should the final “Hourly Rate” be linked to any other tab?
The Hourly Rate for Labor Category – Construction and the Loaded Hourly Rate for Labor Category – Services in the “Wage-Labor Rates” tab should match up to the detailed F&G, R&B, D&G, L&E, and V&D requirements for sectors DRT, LRT, & RGV by labor category. While this information is used to support and justify the labor rates entered in other tabs in the Cost Template, there shall be no data links from the “Wage-Labor Rates” tab to any other tab of the Cost Template.

Respectfully request that the government include FAR clause 52.244-2 in Section I as Section L is not included in the final award document.
Clause 52.244-2 has been added to Section I.83.
Section (L) L.12 Tab C Past Performance
For businesses that are new and do not have the required one year of performance history, would the government consider allowing employee historical past work experience to be utilized to satisfy this past performance requirement?
Yes.
On the SF1442 it states an offer guarantee is required but there is no other specification on bond amount in the solicitation. Can you clarify bond amount and where to put bond in proposal?
The Proposal Bond is 2.72 million of or 20% for the performance period.
On the SF1442 it states original and 3 copies but on pg 84, it states to submit Volume I and II electronically and also submit two CD copies. Can you clarify submission requirements?
Please provide 3 copies (2 hard copies of each Volume, 1 electronic copy of each Volume submitted).
Please clarify if past performance projects are required to have lasted a calendar year.
Please submit all relevant Past Performance Projects regardless of their duration.
For subcontractor supporting documentation, is subcontractor pricing required for each of the five categories of work?

Tab B—Subcontractor Supporting Documentation The offeror shall also provide supporting cost/price documentation, in the same format as specified in this section, for each subcontractor. Subcontractors should submit proprietary data directly to the CO in a separate, sealed envelope.
Under M.4 of the RFP:
The offeror’s proposal must demonstrate and clearly describe an effective and efficient cost approach for accomplishing the stated requirements. The offeror’s proposal will be evaluated, using one or more of the techniques defined in FAR 15.404- 1, in order to determine if it is reasonable and realistic. In addition, the Government will review the offeror’s proposal for completeness and accuracy, which includes adequate support, rationale, and basis of estimates for both the offeror and its subcontractors.
