Correction to Amendment A00002 Question and Answers:
The following Question and Answer was previously provided in Amendment A00002 to the RFP. However, after further consideration, the Government is revising the Answer to this Question and providing the new response below.
# REFERENCE QUESTION ANSWER
Section L.12 Please clarify if past performance projects are required to have lasted a calendar year.
Previous Response: Please submit all relevant Past Performance Projects regardless of their duration.
Revised Response: In accordance with Section L.12 of the RFP, the offerors may only submit past performance references for projects that have a least one year of performance history.

This paragraph indicates to submit a maximum of (3) contracts. Prime contractor submitted (2) and teaming partner submitted (3). It seems requirement is for teaming partner is to submit (1). How is the government to choose (1) contract from the (3) submitted by the teaming partner?
The offeror shall submit a total of three
(3) past performance references. Of the three (3) past performance references submitted, a minimum of two (2) reference should be for the prime contractor. If the prime contractor is teaming with another company, the last past performance reference can be for the teaming partner.
2 During site visit - it seems crushed limestone is used on roads. Also, sample work plan mentions crushed limestone for the Laredo sector. Is this material to be used on CLIN 2 for all three sectors? Please clarify.
No, limestone is not the material that will be used on CLIN 2 for all three Sectors.
Each Sector uses specific aggregate materials depending on the type of road to be maintained. For example, the Laredo Sector may use gravel on specific types of roads, and the RGV Sector may use Caliche for other types of roads. The specifications/requirements for the type of aggregate to be used in each Sector (and for each type of road) will be provided to the contractor after award.
3 Reference CLIN 1 "Fences and Gates" - during site visit
In the Laredo Sector, the boat ramp perimeter fence is typically removed in it was mentioned that storage fence was to be removed prior to flooding and replace after flooding. Please confirm.

Specific requirements for the perimeter fence (including the response requirements for removing the fence) will be provided after contract award.

CD-ROM copies are to be received by the government on the proposal due date of January 5, 2015 by 3:00 p.m. EST.
6 Section L.12 Amendment 0003 states that the PPQ has to be submitted to the CO by November 28, 2014. My question is that, since the due date of the proposal was amended and extended to December 19, 2014 and considering the shortened work week due to the Thanksgiving holiday, will the submission date of the PPQ’s be extended beyond November 28th?
Yes, PPQs are due to the CO NLT January 5, 2015.
7 Section L.12 Section M.4
If the contractor has a CCASS evaluation for a relative project will the CCASS evaluation be accepted in lieu of a PPQ?
This request is relavent as there has been push back from Clients which insist
No, in accordance with Section L.12 of the RFP, the offeror is required to submit a PPQ for each past performance reference included in the proposal.
However, in accordance with Section M.4, in the evaluation of past performance (and in addition to the PPQs provided), the Government reserves the that they are not obligated to continually provide PPQ responses if a CCASS evaluation has been previously performed for the contract.

8 Section L.12 It is unclear whether the PPQ’s are to be included in Volume 1 of the proposal as the directions state they are to be sent directly to the CO, please clarify.
Per Section L.12 of the RFP, PPQ’s are to be sent directly to the CO as per the instructions.
9 In regards to the CTIMR Area 4 project. I was wondering, if it would be possible to get a map of where the border gates are located?
The locations of the border gates will be provided after award. The Contractor, its employees, and any subcontractors (if used) will be required to sign a Non-Disclosure Agreement before this information will be released.
10 (General Question) Which perpendicular roads to the river are part of the contract?
The contractor will be responsible for the access roads that have been cleared by the Government for Real Estate and Environmental concerns. All cleared access roads will be identified by the COR for each Sector after award.
11 (Del Rio Sector) What are the base TI Fence Road materials & where are they normally sourced?
The Base material for Del Rio roads is crushed limestone. The Government currently obtains this material from local sources in Del Rio. However, the contractor will be responsible for arranging its own source(s).
12 (Del Rio Sector)The materials are supplied by the G.C. correct?
All materials are to be supplied by the G.C.
13 (Eagle Pass, Del Rio Sector) What is the extent of keeping the “cane” cut back along the river bank?
The contractor is responsible for controlling all vegetation (including carizo cane) along the river bank in Eagle Pass with the goal of providing improved visibility of river activities by the Border Patrol Agents. The specific requirements for cutting back the carizo cane will be identified by the COR for each Sector after award.
14 Sample Work Plan, page 3
Please describe the scope of work for “Shadow Fence Crew.”
The scope of work required for each “Shadow Fence Crew” activity includes shadowing the incumbent contractor (for the number of hours stated in the Sample
Work Plan Request) with the intent of becoming familiar with the different types of fence, access points, and access roads within each Sector.
15 Proposal Cost Template
Is there a certain section of the spreadsheet that the contractor should include their payment and performance bond cost?
If the contractor’s cost accounting practice is to charge this cost as an indirect, this cost should be included in the contractor’s overhead or G&A rate. If the contractor’s cost accounting practice is to charge this cost as a direct, this cost should be included as an Other Direct Cost (ODC).

The Proposal Cost Template has been revised to remove the requirement to price (E) Construction and (F) Training.

18 Sample Work Plan, page 10
The description is to clean and wash out 1 blocked or eroded grate twice each year. However, the number of incidents is to clean and wash out 1 culvert per year. Please clarify.
The Sample Work Plan Request has been revised to reflect the number of incidents as twice per year.
19 Proposal Cost Template, L&E DRT tab
There are no activities at the top of the spreadsheet. They are all listed as “spare.” This should be corrected.
The Proposal Cost Template has been revised to remove the requirement to price this activity.
20 Sample Work Plan, page 9:
3.1.2.1 states “Laredo – equipment transported from private landowner to private landowner must be spray treated by the USDA to prevent the spreading of fever ticks
What is the process for the equipment to be spray treated? Is the contractor required to travel to a USDA facility for treatment?
The contractor will be provided the POC for the USDA Inspector in order to coordinate the spraying of the equipment before it is moved into another ranch or farm. The treatment usually occurs at the ranch site prior to moving it out or moving it into a new location. There is no cost involved except waiting time.

The totals for CLIN 5 – Vegetation Control and Debris Removal are incorrect. Please see the formulas in cells D14, D24, D32 and D40. This should be corrected.

22 Material Testing
Is material testing (i.e.
compaction testing) required for this contract? If so, is the owner or contractor responsible for the testing. If the contractor is responsible, please provide a material testing specification.
For pricing purposes, the contractor should assume that no compaction testing is required under the activities contained in the Sample Work Plan Request. However, compaction testing may be required under the general scope of the contract per the Statement of Work.
