As of April 25, 2018
IN THE EVENT OF ANY INCONSISTENCY BETWEEN THE ANSWERS PROVIDED HEREIN AND THE BAA, THE BAA SHALL TAKE PRECEDENCE
Q1. Can startups and foreign organizations participate?
A1. Yes. Please note that FFRDC, Government entity, and foreign participation is welcomed; however, some limitations may apply. Please see Section III Eligible Applicants in the BAA.
Q2. Regarding the Tech Transfer Accelerator option in the OFFSET Sprint 2 amendment, is costing for the employee described in Attachment 5 included in the $450k limit? If so, is it mandatory that we cost in that employee for 1/2 time for the full base period (or the full period of performance)?
A2. Yes. No individual award is anticipated to be above $450K (including all options proposed). The timeline and cost of the proposed Accelerator option should be best aligned with the intended objective of best positioning the proposed effort for potential tech transfer.
Q3. For Sprint 2, what would be a reasonable start date for the budget? Is July 1 or August 1 realistic?
Q3. An approximate start date of August 1 may be used for budgeting purposes. Note that the above date is only an estimate; proposals should state their costing assumptions clearly.
Q4. Are you still accepting proposals? If yes, can I apply as a federal organization?
A4. Yes, the proposal due date is April 30, 2018. All responsible sources capable of satisfying the Government's needs may submit a proposal that shall be considered by DARPA. Please note that FFRDC, Government entity, and foreign participation is welcomed; however, some limitations may apply. Please see the original BAA Section III for eligibility information.
Q5. Is there a ceiling for this CFP that I should be aware of?
Q5. DARPA intends to award up to fifteen Swarm Sprinter awards in this swarm sprint call. No individual award is anticipated to be above $450K (including all options proposed).
Q6. As far for personnel, who should be qualified to work on the project? If I'm short of government employees, can I include contractors that are currently working for me?
A6. See Section IV. B.1.a Section II v. Summary of Proposal, Personnel, Qualification, and Commitments. All responsible sources capable of satisfying the Government's needs may submit a proposal that shall be considered by DARPA. Please see the original BAA Section III for eligibility information.
