About this file
Summary
This document is an attachment to Addendum No. 1 for RFP HHS0016552, issued by the Texas Health and Human Services Commission (HHSC) on behalf of the Texas Department of Family and Protective Services (DFPS). It contains materials from the pre-proposal conference and HUB Subcontracting Plan training teleconference held on February 25, 2026, which was attended by 14 participants representing various service providers and consulting organizations. The solicitation seeks qualified contractors to provide Child Protective Services (CPS) Home Study and Report Services across DFPS Regions 1-11, including Foster/Adopt Home Screening, Kinship Caregiver Home Assessments, Health Social Educational and Genetic History Reports, and Interstate Compact on the Placement of Children (ICPC) screening and assessment services. Proposals must be submitted by March 30, 2026, at 10:30 a.m. Central Time, with a question submission deadline of March 2, 2026. The anticipated contract start date is September 2026, with an initial three-year term and options for extension of up to two additional one-year terms plus one additional option period for immediate operational needs. Respondents may submit proposals via USB, hand delivery, or the HHS Online Bid Room.
HHSC intends to award one or more contracts per DFPS region with a minimum of two providers per region. All proposals must include a completed HUB Subcontracting Plan selecting from four method options: All VetHUB(s), Mentor-Protege Relationship, Solicitation Method, or Self-Performing. Responses that do not include a completed HSP will be rejected pursuant to Texas Government Code 2161.252(b) and 34 TAC 20.285. The evaluation criteria are weighted as follows: Narrative Proposal (60%), Qualifications, Experience, and Key Staffing (20%), and Cost (20%). Based on FY 2024 historical expenditures of $2,851,121.80 across all regions, annual compensation is estimated at approximately $3,500,000, though no guarantee of volume, usage, or compensation is provided. All communication regarding the RFP must be directed to Stacy Elizondo, the sole point of contact, except for HUB Subcontracting Plan questions which may be directed to the HUB Coordinator, Sherice Williams, at DFPSHUB@dfps.texas.gov. All official RFP materials and addenda are posted on the Texas ESBD website at https://www.txsmartbuy.gov/esbd/HHS0016552.
