About this file
This is a Cost Proposal template document for the Texas Health and Human Services Commission (HHSC) on behalf of the Texas Department of Family and Protective Services (DFPS) for Child Protective Services (CPS) Home Study and Report Services (Solicitation HHS0016552). Respondents must provide all-inclusive unit pricing across six service categories: Foster and Adoptive Home Development (FAD) Home Screenings (20,000 units), ICPC FAD Screenings with Kinship Screenings (3,000 units), Kinship Caregiver Home Assessments (6,000 units), ICPC Kinship Assessments (4,500 units), Health, Social, Educational, and Genetic History (HSEGH) Reports (4,000 units), and Court Related Services (10,000 hours). Respondents must select and submit pricing for one or more of the 11 DFPS regions. The initial contract term is three years with two optional one-year extension periods, totaling up to five years of operations. Proposals were due March 30, 2026, at 10:30 a.m. Central Time, with an anticipated contract start date of September 2026. A pre-proposal teleconference was scheduled for February 25, 2026, and the question submission deadline was March 2, 2026.
All proposed unit prices must be all-inclusive, covering labor, materials, tools, supplies, equipment, personnel, travel expenses, and incidental costs necessary to perform services according to solicitation specifications. ICPC FAD with Kinship Screenings are to be paid at 75 percent of the ICPC FAD price. Respondents must submit cost proposals only in the original Microsoft Excel Workbook format (.xlsx) with all formulas intact; edited versions or alternative formats may result in disqualification. The cost proposal with the lowest total cost receives the highest evaluation rating; higher-priced proposals are evaluated using a specified formula. Based on FY 2024 spending of $2,851,121.80 across all regions, annual compensation is estimated at approximately $3,500,000, though no guarantee of volume, usage, or total compensation is provided. HHSC intends to award one or more contracts per region with a minimum of two providers per region. Respondents must demonstrate at least one year in business, financial solvency, satisfactory vendor performance tracking scores, and provide comprehensive financial statements for 2022-2024, along with proof of Texas business authorization and a HUB Subcontracting Plan indicating commitment to historically underutilized business participation.

Notes:
1: This Data tab is used by the Procurement Financial Services analyst to enter static or controlled data in the cost proposal. This method is used to ensure that all CP tabs have the same data where necessary and allows for one change to update many cells in the CP.
2: The yellow shaded cells are used by the PFS analyst to provide basic solicitation information and the Total term, transition period and initial term durations. This data is used to calculate the Phase, Term and Month data used in the CP worksheets.
3: The Title name of each worksheet tab is used to populate the worksheet header in each worksheet and the Total Price summary. It is important to have these headers match the Phase titles in the solicitation.
4: You will find "defined names" used frequently in this CP. This provides accuracy in the calculation of values used throughout the CP. Do not change the defined names unless necessary as they may be referred in formulas used throughout the CP.
