About this file
This is a Performance Measures exhibit for a Request for Proposals issued by the Texas Health and Human Services Commission on behalf of the Texas Department of Family and Protective Services to procure Child Protective Services Home Study and Report Services across DFPS Regions 1-11. The document establishes measurable performance standards that contractors must meet throughout the contract period, which runs from September 2026 with an initial three-year term and options for up to two additional one-year extensions plus one additional option period for immediate operational needs. Contractors will be evaluated based on their ability to serve clients referred for home study and report services, with performance assessed quarterly across four defined periods: September 1 through November 30, December 1 through February 28/29, March 1 through May 30, and June 1 through August 31. The two primary critical tasks require contractors to achieve a measurable percentage of clients referred who receive home study and report services and to maintain consistent service levels by serving families monthly, with performance data tracked through the IMPACT system based on paid services assigned to the service delivery month rather than payment date.
Performance measurement methodology utilizes specific numerators and denominators to calculate contractor effectiveness, with year-to-date counts reconciled at fiscal year-end to ensure all referrals are matched with services delivered. Withdrawal requests and withdrawal reports are excluded from the outcome measure, and submissions returned solely for adding information not originally supplied by DFPS are excluded from the monthly service level measure. These performance standards are subject to modification during the contract period or at renewal, allowing DFPS flexibility to adjust evaluation criteria as program needs evolve. Based on historical expenditure data, FY 2024 spending totaled $2,851,121.80 across all regions with estimated annual compensation of approximately $3,500,000, though no guarantee of volume, usage, or compensation is provided to contractors.

Exhibit G Performance Measures
RFP HHS0016552
Pursuant to Texas Human Resources Code §40.058 all contracts for client services must include clearly defined goals and outcomes that can be measured to determine whether the objectives of the program are being achieved. Measures, indicators, targets, data sources, or methodologies are subject to change during the Contract period or at renewal.
DFPS will use the following performance measures to evaluate the Contractor’s performance during the life of the contract.

Indicator: Percentage of clients referred who received Home Study & Report Services Data Source: IMPACT (based on paid services, assigned to the month in which the service was provided not the payment date) Methodology:
Numerator:
The total number of clients referred who received services during the Performance Period.
Denominator:
The total number of clients referred for Home Study & Report Services during the Performance Period

Note: Withdrawal Requests and Withdrawal Reports are excluded from this measure.

June 1 through August 31 (Performance Period 4).
Indicator: Average number of families served per month during the Performance Period Data Source: IMPACT (based on paid services, assigned to the month in which the service was provided not the payment date) Methodology:
