About this file
This is a Cost Proposal form (Exhibit N) for the Texas Health and Human Services Commission and Department of Family and Protective Services solicitation HHS0016552 for Child Protective Services Home Study and Report Services. The solicitation seeks pricing for six service categories: Foster and Adoptive Home Development (FAD) Home Screenings, ICPC FAD and ICPC FAD with Kinship Screenings, Kinship Caregiver Home Assessments (KCHA), ICPC Kinship Assessments, Health, Social, Educational, and Genetic History (HSEGH) Reports, and Court Related Services (hourly). Respondents must submit all-inclusive unit prices for each service line item measured per screening, assessment, report, or hour as applicable. The cost proposal uses Microsoft Excel format with automated calculations, requiring respondents to complete only yellow-highlighted cells containing unit pricing. Proposals are due March 30, 2026, at 10:30 a.m. Central Time, with an anticipated contract start date of September 2026. The contract term includes an initial three-year period with two optional one-year extension terms, totaling a potential five-year engagement.
All-inclusive unit prices must encompass labor, materials, tools, supplies, equipment, personnel, travel expenses, and all incidental costs necessary to deliver services according to solicitation specifications. Respondents must provide pricing for a minimum order quantity of one unit, and failure to submit required pricing may result in proposal disqualification or commitment to provide services at no cost. The cost proposal emphasizes that quoted unit prices will be used for evaluation purposes and will apply to the contract and any amendments incorporating new services or deliverables. Historical FY 2024 expenditures totaled $2,851,121.80 across all regions with annual compensation estimated at approximately $3,500,000, though no guarantee of volume, usage, or total compensation is provided to awarded contractors. The evaluation methodology applies the lowest-cost proposal the highest rating, with higher-priced proposals rated proportionally using a specified formula.

Notes:
1: This Data tab is used by the Procurement Financial Services analyst to enter static or controlled data in the cost proposal. This method is used to ensure that all CP tabs have the same data where necessary and allows for one change to update many cells in the CP.
2: The yellow shaded cells are used by the PFS analyst to provide basic solicitation information and the Total term, transition period and initial term durations. This data is used to calculate the Phase, Term and Month data used in the CP worksheets.
3: The Title name of each worksheet tab is used to populate the worksheet header in each worksheet and the Total Price summary. It is important to have these headers match the Phase titles in the solicitation.
4: You will find "defined names" used frequently in this CP. This provides accuracy in the calculation of values used throughout the CP. Do not change the defined names unless necessary as they may be referred in formulas used throughout the CP.
