About this file
This document is an Addendum to an RFP issued by the Texas Health and Human Services Commission on behalf of the Texas Department of Family and Protective Services (DFPS) for Child Protective Services (CPS) Home Study and Report Services. The addendum provides clarifications and responses to bidder questions regarding the solicitation, which encompasses DFPS Regions 1-11 and includes services such as Foster/Adopt Home Screening, Kinship Caregiver Home Assessments, Health Social Educational and Genetic History Reports, and Interstate Compact on the Placement of Children (ICPC) screening and assessment requests. The RFP requires respondents to submit proposals by March 30, 2026, at 10:30 a.m. Central Time, with a pre-proposal teleconference held on February 25, 2026, and a question submission deadline of March 2, 2026. HHSC intends to award one or more contracts per DFPS region with a minimum of two providers per region. The anticipated contract start date is September 2026, with an initial three-year term and options for HHSC or DFPS to extend for up to two additional one-year terms, plus one additional option period for immediate operational needs.
Key clarifications provided in this addendum address proposal submission requirements, regional coverage, and Stage II Community-Based Care implementation impacts. The addendum confirms that all DFPS Regions 1-11 are open to responses, regardless of whether regions currently have Single Source Continuum Contractors (SSCCs) operating in Stage II, and that respondents may submit a single proposal for the entire state or separate proposals for individual regions. Bidders are directed to Addendum No. 2 for guidance on fee schedules and proposal structure. DFPS indicated it does not currently have FY 2024 home study data by region and type available for release, referencing RFP Section 2.2.3 for historical compensation information. The addendum emphasizes that the purpose of the contract is to provide services necessary for optimal placement decisions, and clarifies that existing or newly implemented Stage II transitions do not exclude regions from award eligibility under this solicitation. Based on historical expenditures, FY 2024 spending totaled $2,851,121.80 across all regions, with annual compensation estimated at approximately $3,500,000.

# Reference Question Response
1. N/A
I do not find in the RFP where it is addressed whether a respondent turns in one proposal for consideration in providing services to the entire state, or is a separate proposal required for every region a respondent is interested in serving?
Refer to Addendum No. 2.
2. N/A Are we required to submit Regional Fee Schedules in addition to the Exhibit N - Cost Proposal?
Refer to Addendum No. 2.
3. N/A Can DFPS provide the # of home studies completed by Region by Type for FY 2024?
DFPS does not currently have the number of home studies by region by type for FY 2024 available for release. For further assistance, refer to RFP Section 2.2.3., Historical Compensation.

Areas being bid, RFP states all
DFPS
Regions 1- 11 are open to bidders.
Several DFPS regions listed on the RFP as areas to bid, are already under contract with a SSCC in place that are in Stage II or Stage III. What benefit would there be to the respondent and DFPS to bid a region already under SSCC contract
The purpose of the contract is to provide the services needed to make the best placement decisions.
5. N/A
The RFP indicates that services are available in all DFPS regions. We would like clarification on whether DFPS regions that currently have Single Source Continuum Contractors (SSCCs) operating in Stage II of Community-Based Care are excluded from award under this RFP.
Additionally, if a region not currently in Stage II transitions into Stage II during the contract term, would the award period for that region end at the point that the SSCC resumes services under Stage II?
We are seeking confirmation on how Stage II implementation—whether existing or newly initiated—impacts eligibility and the continuation of the award under this solicitation.
All DFPS Regions 1 – 11 are open to responses.
