About this file
Summary
This Statement of Work (SOW) is an exhibit to a Request for Proposals (RFP) issued by the Texas Health and Human Services Commission on behalf of the Texas Department of Family and Protective Services (DFPS) for Child Protective Services (CPS) Home Study and Report Services across DFPS Regions 1-11. The contractor will provide four primary service types: Foster and Adoptive Home Development (FAD) Home Screening, Kinship Caregiver Home Assessment (KCHA), Health, Social, Educational, and Genetic History (HSEGH) Reports, and court-related services. The SOW establishes detailed requirements for contractor staff qualifications, referral management processes, screening and reporting standards, and performance measures. Standard timeframes for service delivery are 20 calendar days for FAD Home Screenings and 15 calendar days for KCHA and HSEGH Reports, with expedited options of 15, 10, and 5 days available upon DFPS authorization. The RFP proposal submission deadline is March 30, 2026, at 10:30 a.m. Central Time, with an anticipated contract start date of September 2026. The initial contract term is three years with options for HHSC or DFPS to extend for up to two additional one-year terms plus one additional option period for immediate operational needs.
Payment is performance-based using unit rates specified in the Cost Proposal exhibit, with compensation only provided for home studies and reports submitted within established timeframes and accepted by DFPS. Contractors receive an additional $50 per sibling after the first child referred on any single Service Authorization, 75 percent of the FAD unit rate for FAD Home Screenings with Kinship using a previously completed KCHA, and 6 to 20 percent premium fees for expedited services depending on timeframe. Reduced unit rates of 80 percent apply when submissions exceed deadlines or require revisions that cannot be completed within the established timeframe, provided DFPS determines the work remains usable. Withdrawn assessments are reimbursed at 15 percent of the unit rate if no face-to-face visit was conducted or 25 percent if a visit was completed. Court-related services are billed hourly in 15-minute increments, excluding travel time and preparation. Based on historical expenditures, FY 2024 spending totaled $2,851,121.80 across all regions, with annual compensation estimated at approximately $3,500,000. Administrative costs, training, travel, and translator services are included within unit rates and are not directly reimbursable. All costs are firm for the contract term, and HHSC intends to award one or more contracts per DFPS region with a minimum of two providers per region.
