The DTRA mission is to safeguard the United States and its allies from global WMD threats by integrating, synchronizing and providing expertise technologies and capabilities across all operating environments. J3/7’s mission is to be a force multiplier in countering WMD by improving the collective capabilities and performance of the Department of Defense (DoD) and its Partners.
The J3/7 Directorate goals include reducing the global WMD threats with the help of our
Partners by developing, improving, and promulgating Partner Nation’s ability to prevent, protect, mitigate, respond and recover from chemical, biological, radiological, and nuclear
(CBRN) related accidents or incidents. J3/7 also leverages the assets of our Partners within
DoD, the Interagency, State/local, foreign and non-governmental organizations for security, accountability, control reliability, emergency/disaster response/recovery, training, transportation and storage, infrastructure, related technologies and research activities dealing with CBRN-related events.
1.2. Background
J3/7 has various support requirements across the entire spectrum of countering WMD. Further, in numerous instances, the initiatives/programs have mutually beneficial outcomes and/or are interrelated to the extent that the findings, deliverables, studies, or other contractual services/ deliverables from one organization have cross-Directorate effects and/or application. As a result, this support requires close coordination and integration across the J3/7 organization, and has close ties across DTRA at all levels (Branch to Directorate level), and with external stakeholders and partners in order to effectively and efficiently execute requirements. This action, therefore, requires dedicated and unbiased A&AS support from individuals who shall serve as DTRA’s trusted agents, both internally and externally, to advise and assist government personnel with specific knowledge that may not be resident within the current personnel

2. PERFORMANCE REQUIREMENTS
2.1. Operations, Readiness and Exercises Directorate (J3/7)
The mission of the Operations, Readiness and Exercises (J3/7) is to implement counter Weapons of Mass Destruction (WMD) programs and to prepare for and execute Combat Support Agency missions to safeguard the United States and its allies from global WMD threats.
2.2. Building Partnerships (BP) Department (J3BP)
The department provides support to the DoD and Interagency stakeholders to ensure the safety, security, and effectiveness and support to countering WMD threats to the United States, allies and partners to make the world safer. BP provides training, equipment, and medium(s) for information exchange pertinent to combating CBRN terrorism to partnering nations to enhance their national capabilities for preventing the trafficking of WMD and related items across their borders and through their territories, and to deter, detect, investigate, and respond to such crimes.
BP also identifies, enhances, and fosters local, regional, and international counter CBRN partnerships and develops tailored training and educational events to establish and or increase their awareness of existing and potential threats by developing sustainable capabilities. BP also reduces and mitigates global WMD threats through training, education, and counter proliferation exercise support and counter CBRN capability assessment and development efforts with our
Partners by leveraging the assets and expertise both within DTRA as well as that of our partners within DoD, the Interagency, State/local, foreign and non-governmental organizations to prevent the proliferation of WMDs.

2.3. CBRN Preparedness Program (CP2)
The CBRN Preparedness Program (CP2) increases the tactical, operational, and strategic capabilities of partner nations to respond to and mitigate the effects of WMD incidents. It further supports Combatant Command (CCMDs) Intermediate Military Objectives and Lines of Effort focused on aiding partner nations in building capacity and capability to respond to and mitigate WMD threats. CP2’s mission is to improve the CCMD’s ability to provide targeted CBRN preparedness assistance to Partner Nations (PNs) before, during, and after a
CBRN incident. CP2 accomplishes this using a two-pronged approach. The first seeks to enhance the CBRN preparedness capabilities of the PN itself, thus reducing reliance on the US, and specifically CCMD support. The second leverages the interactions with the PN and the
CCMD to facilitate increased interoperability between them. CP2 employs a number of methods to engage PNs from tactical to strategic levels, i.e. from emergency responders up through national-level planners and decision makers. These include engagements, facilitated discussions, Subject Matter Expert Exchanges (SMEE), and practical exercises.
2.4. CBRN Preparedness Exercises Office
The mission of the DTRA CBRN Preparedness Exercise Office is to evaluate existing procedures and interactive processes required to respond to accidents/incidents involving improvised WMD, chemical/biological agents, radiological materials as well as, and other WMD systems and/or materials. The contractor shall provide assistance in the development and execution of exercises comprised of event design, planning, preparation, execution, and evaluation, to include table-top exercises (TTX), senior leader seminars, and other activities as required.
2.5. CBRN Military Advisory Team (CMAT)
CMAT is DTRA’s deployable capability to deliver advisory and assistance support for
WMD/CBRN incidents, specializing in mitigation, response, and recovery efforts. The teams provide CBRN technical expertise, CWMD doctrinal and planning support, consequence of execution assessments, and CBRN hazard prediction analysis capabilities to determine worst case and/or most likely effects and to assist with crisis action planning in developing courses of action for resolving CBRN situations. CMAT also ensures DTRA can provide trained, equipped, and organized CBRN advisory capabilities for DoD components, interagency partners, and operational commanders for anticipated or emergent requirements.
