About this file
This is a federal contracting provision template for the Buy American Certificate (FAR 52.225-2, October 2022 version). The provision establishes certification requirements for offerors regarding the domestic or foreign origin of end products being supplied under a federal contract.
The offeror must certify that each end product is domestic unless specifically listed otherwise. For any foreign end products manufactured in the United States that do not qualify as domestic, the offeror must indicate the country of origin and whether the product exceeds 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. Additionally, the offeror must separately identify by line item number any domestic end products containing critical components. The provision references FAR Part 25 for definitions of key terms including "COTS item," "critical component," "domestic end product," "end product," and "foreign end product," which are defined in the associated "Buy American-Supplies" clause. The Government will evaluate offers in accordance with Part 25 policies and procedures of the Federal Acquisition Regulation. This provision is a template containing blank tables for offerors to complete with their product listings and corresponding information.
