About this file
This document is an Attachment to a federal solicitation that outlines the evaluation criteria for commercial products and commercial services. The Government will award a purchase order to the most advantageous quotation based on three key evaluation factors: Technical, Past Performance, and Price. The evaluation will use a comparative process where quotations are compared to determine the best benefit to the Government, with the understanding that the lowest-priced quote is not automatically selected.
The technical evaluation will assess how well a quotation meets or exceeds the Government's requirements, while the past performance evaluation will examine the quoter's historical performance risk using sources like customer surveys, Contractor Performance Assessment Reporting System (CPARS), and the contracting officer's previous experience. The price will be evaluated by totaling all line item prices. The document specifies that each response must meet minimum solicitation requirements, and the Government reserves the right to select a quotation providing additional benefits beyond those minimum requirements. The attachment is effective on 04/18/2025 and is marked as Revision 02.
