About this file
This document is an addendum to Federal Acquisition Regulation (FAR) clause 52.212-2, establishing the evaluation criteria and approach for awarding a purchase order for commercial products and commercial services.
The Government will award the purchase order to the responsible quoter whose conforming quotation provides the most advantageous value, considering price and other factors. Quotations will be evaluated using three primary factors: Technical, Past Performance, and Price. Technical evaluation assesses the quotation's ability to meet or exceed the Government's requirements as specified in the solicitation and instructions to quoters. Past Performance evaluation measures relative risk by examining the quoter's likelihood of successfully fulfilling requirements based on their performance record, which may be assessed through the contracting officer's knowledge and experience, customer surveys, past performance questionnaire responses, the Contractor Performance Assessment Reporting System (CPARS), or other reasonable bases. Price evaluation is calculated by summing all line item prices. The Government reserves the right to select a quotation other than the lowest price if it provides additional benefits, and may award to a quotation exceeding minimum requirements. All responses must meet the minimum solicitation requirements, and alternate quotations are not being requested or accepted. This provision is effective as of April 18, 2025 (Revision 02).
