About this file

This document is an addendum to FAR clause 52.212-2, establishing the evaluation criteria and award methodology for commercial products and commercial services procurements.

The Government will issue a purchase order to the responsible quoter whose conforming quotation provides the most advantage to the Government using three evaluation factors: Technical, Past Performance, and Price. Quotations will be evaluated using a comparative evaluation process where responses are compared to determine which provides the best benefit to the Government. All quotations must meet minimum solicitation requirements, and the Government reserves the right to select a quotation other than the lowest price if it provides additional benefits. Technical evaluation assesses whether quotations meet or exceed Government requirements as outlined in the solicitation and instructions to quoters. Past Performance evaluation assesses relative risk associated with the quoter's likelihood of success based on the quoter's record of past performance, which may include contracting officer knowledge, customer surveys, past performance questionnaire replies, and Contractor Performance Assessment Reporting System (CPARS) data. Price evaluation is conducted by adding the total of all line item prices. The document does not specify particular products, services, response deadlines, or contract vehicles, as it serves as a template provision for commercial acquisitions.
