About this file
This document is an addendum to Federal Acquisition Regulation (FAR) clause 52.212-2, which establishes the evaluation criteria and methodology for awarding commercial products and commercial services purchase orders. The Government will award to the responsible quoter whose conforming quotation provides the most advantageous value, considering price and other factors. All responses must meet the minimum requirements of the solicitation, and the Government reserves the right to select a quotation that exceeds minimum requirements or provides additional benefits beyond the lowest price. Alternate quotations are not permitted.
The Government will evaluate quotations using three primary factors: Technical, Past Performance, and Price. Technical evaluation assesses the extent to which the quotation meets or exceeds Government requirements based on information provided in the solicitation's instructions to quoters section. Past Performance evaluation examines the relative risks associated with a quoter's likelihood of success through the contracting officer's prior knowledge and experience, customer surveys, past performance questionnaire responses, Contractor Performance Assessment Reporting System (CPARS) records at http://www.cpars.gov/, or other reasonable bases. Price evaluation is conducted by adding the total of all line item prices. The document is effective as of April 18, 2025 (Revision 02).
