About this file
This document is an addendum to Federal Acquisition Regulation (FAR) clause 52.212-2 that establishes the evaluation criteria and methodology for commercial products and commercial services quotations.
The Government will award a purchase order to the responsible quoter whose conforming quotation provides the most advantage to the Government, considering price and other factors. Quotations will be evaluated using a comparative evaluation process under three criteria: (1) Technical—assessed on the extent to which the quotation meets and/or exceeds Government requirements as outlined in the solicitation; (2) Past Performance—evaluated based on relative risk associated with the quoter's likelihood of success, drawing from contracting officer knowledge, customer surveys, past performance questionnaire replies, or Contractor Performance Assessment Reporting System (CPARS) data; and (3) Price—calculated by adding the total of all line item prices. All responses must meet minimum solicitation requirements. The Government reserves the right to select a quotation offering benefits exceeding minimum requirements and is not obligated to select the lowest-priced quotation if another quotation provides greater benefit. Alternate quotations are not requested or accepted. The effective date of this provision is April 18, 2025 (Revision 02).
