Summary: Instructions to Offerors for Commercial Items
This is an Instructions to Offerors document for a Navy commercial items procurement (RFQ N4215826Q0021) using a simplified streamlined acquisition process under FAR Subpart 12.6 and FAR Part 13. Quotations are due on or before May 4, 2025 at 10:00 AM Eastern and must be emailed to Contract Specialist Theresa Clark (theresa.m.clark36.civ@us.navy.mil) and Rebekah Riggins (rebekah.r.riggins.civ@us.navy.mil). Questions for clarification must be submitted by May 1, 2025 at 10:00 AM Eastern. All quotes must remain firm for 30 calendar days from the response date.
Offerors must submit all required documents together in Adobe Acrobat PDF format, including a completed and signed SF1449 form with prices for each Contract Line Item Number (CLIN) per the Statement of Work (SOW), the RFQ number, offeror name/address/telephone/CAGE code or DUNS number, a statement confirming agreement with all terms and conditions, acknowledgment of any solicitation amendments (SF-30), completed FAR 52.212-3 representations and certifications, period of performance confirmation, detailed technical descriptions with specifications/manuals/photographs, and a technical capability certification statement. Technical acceptability is evaluated as either "acceptable" (meets all requirements) or "unacceptable" (does not meet all requirements); failure to meet any single technical requirement renders the entire quotation unacceptable and removes it from price consideration. Award will be made to the technically acceptable item or combination of items resulting in the lowest aggregate price to the Government, with no discussions or negotiations unless the Contracting Officer determines they are necessary. Failure to provide all required documents by the deadline may preclude consideration at the Government's discretion.
