Critical In regards to the line item 49 in the CRM dated 13 Jan 2020:
PO Response: The Government has updated the ITO to indicate that all proposal documents shall be at a minimum of 11 point font. This translated into an update in Section L Section 2.2.7 Page Size and Format that reads “Text in tables, charts, graphs and figures shall be no smaller than 11 8 point font Arial or Times New Roman.”
This is a large change that will affect all bidders and every document that has been constructed with a consistent instruction since the DRFP of 8pt font being acceptable for text in tables, charts, graphs and figures.
Suggest the government reconsider the font size for text in tables, charts, graphs and figures to be no smaller than 8 point font Arial or Times New Roman per the instructions throughout the DRFP and FRFP. The government then could add an additional instructions on font size for Excel spreadsheets, or add the term Excel Spreadsheet into the instructions with the requested no smaller than 8pt font limit.
A ITO Paragraph 2.2.7 text will be changed within Amendment 2

"Legible tables, Excel data files, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and shall not exceed 11 x 17 inches in size. Foldout pages shall fold entirely within the volume, count as a single page, and are counted as part of the total page count. Foldout pages (11 x 17) are to be used to display information more clearly than would otherwise be possible on an 8.5 x 11 inch page. Foldout pages (11x17) may only be used for large tables, charts, graphs, diagrams and schematics, not for pages of text. Text in tables, charts, graphs and figures shall be no smaller than 11 point font Arial or Times New Roman. These limitations shall also apply to all electronic copy proposals."

2 Past Performance Questionnaire
Critical The Past Performance Questionnaire document sent as part of the 13 Jan 2020 Amendment “13Jan20_TrackedChanges_07_L-5_PP_Questionnaire” is the DRAFT RFP Past Performance Questionnaire with track changes not the FINAL RFP Past Performance Questionnaire with Track changes. Please clarify which Past Performance Questionnaire Document the government is correcting.
Final RFP Questionnaires were provided to SAIC’s customers last week in order to meet the proposal due date.

Amendment 0001 Substantive Amendment 0001 changes the Project Integration Manager II Minimum Experience Required from 8 years to 5 years.
PWS Appendix E - Labor Category Requirements shows the Minimum Experience Required for a Project Integration Manager I is also 5 years. Can the customer please explain this discrepancy?
Clarification of labor category requirements. M Acknowledged that Product Integration Manager (PIM) II requirements in VAFB is different from other locations, a new Labor Category "Product Integration Manager (VAFB) will be added to the RFP
Amendment 0001 Substantive Amendment 0001 changes the Software Engineer II Minimum Experience Required from 8 years to 2 years.
PWS Appendix E - Labor Category Requirements shows the Minimum Experience Required for a Software Engineer I is 5 years (3 years greater than the requirement for the Software Engineer II). Can the customer please explain this discrepancy?

Amendment 0001 Substantive Amendment 0001 changes the Training Specialist III - Range Minimum Education Required from Bachelor's Degree to High School Diploma. PWS Appendix E - Labor Category Requirements shows the Minimum Education Required for a Training Specialist III is a Bachelor's Degree. Can the customer please explain the difference in education requirements between the Training Specialist III and the Training Specialist III - Range labor categories when the experience requirements and job description is the same for both?
Clarification of labor category requirements. R The Government reviewed the referenced labor categories in Appendix E of the PWS (page 178) and found no discrepancies. Training Specialist III - Range has different performance requirements level compared to Training Specialist III
Amendment 0001 Critical In consideration of the late changes recently released in Amendment 001, would the Government consider a 5 working day extension of the proposal due date to Feb 5, 2020? The late changes affect personnel qualification requirements, labor staffing profiles, manpower allocations to team members and proposed cost/price.
N/A The Government will extend the proposal due date to NLT 1200 Hours (PST) on 10 Feb 2020, CRM
