MEMORANDUM FOR OFFERORS

SUBJECT: REQUEST FOR PROPOSAL (RFP) FA8534-23-R-0001; MOBILE AIRCRAFT
ARRESTING SYSTEM (MAAS)
A. Due to a real-world sequence of events effecting the immediate need for the Mobile Aircraft
Arresting System (MAAS), the USAF is suspending the RFP IAW FAR 15.206(a)(c) to request the following questions be answered regarding manufacturing capability support for emergency surge needs of the government:
1. If awarded the instant effort, how long would it take to produce a First Article Test (FAT) unit to support immediate emergency surge needs of the government?
2. If awarded the instant effort, can you provide a list of long lead items as well as the lead time in months to obtain the long lead items to support immediate emergency surge needs of the government?
3. If awarded the instant effort, would you be able to procure MAAS long lead time items at initial contract award to support immediate emergency surge needs of the government?
4. If awarded the instant effort, what is your shortest production lead time After Receipt of Order (ARO) to support immediate emergency surge needs of the government?
5. If awarded the instant effort, what is your maximum monthly production capacity ARO of MAAS to support immediate emergency surge needs of the government?
6. If awarded the instant effort, can your current facilities support the immediate emergency surge needs of the government, or would you have to expand your facilities by some means to meet the surge need?
7. If awarded the instant effort, the government anticipates an emergency surge production capacity of eight (8) per month, can you support the immediate emergency surge needs of the government? If so, by what means? Please explain.
B. Based on the changes above and questions listed, it was determined that the subject RFP would be postponed to indefinite pending the evaluation of the answers provided. As such, Amendment 0005 will be issued to change the RFP to indefinite. Once the answers are evaluated, Amendment 0006 will be issued to reopen the RFP, establish a new due date for receipt of proposals, and any changes needed to support the surge requirements. At that time, offerors who previously submitted proposals will be advised that should any changes to volumes of the proposals already submitted be required as a result of the change in requirement, they will be afforded with the opportunity to submit a superseding volume.
However, in the event that no changes are required, offerors will simply advise that the proposal previously submitted remains valid.
C. The Government appreciates your interest in this requirement and apologizes for the RFP suspension; however, it is in the best interest of the Air Force that these questions be answered to get a better understanding of the manufacturing capability support for emergency surge needs of the government.
D. Please provide answers to the seven (7) questions above by 05 May 2023, 12:00 PM EST to Brandi Moody (brandi.moody@us.af.mil), Minh Tran (minh.tran.16@us.af.mil), and Philip Holt (philip.holt@us.af.mil)
