Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION

The purpose of this amendment is to rescind RFP attachment "Statement of Work (SOW) dated 13 Oct 2022" and replace it with the attached "Statement of Work (SOW)_Revision 01 dated 15 Feb 2023". The following changes are reflected in the revised SOW:

2. Paragraph 3.3.1.1 is hereby changed:

FROM: 3.3.1.1 Materials, protective coatings, and finish. Components and surfaces of the MAAS, specified in the drawing package 201018515, CAGE 98752 that are currently corrosion protected with use of liquid primer and topcoat materials shall instead be corrosion protected with the use of powder‐based primer and topcoat materials. Powder‐based primer and topcoat materials shall be used in lieu of the liquid primer and topcoat materials currently specified in the existing TDP 201018515, CAGE 98752. Components and surfaces converting from liquid based materials to powder‐based materials shall comply with the requirements specified herein. No further changes or deviations from the existing corrosion protective coatings specified in the TDP shall be made without Government approval.

TO: 3.3.1.1 Materials, protective coatings, and finish.

3. Paragraph 3.3.1.1.3.1 is hereby changed:

FROM: 3.3.1.1.3.1 Ferrous surfaces. Ferrous components and surfaces shall be primed with a zinc rich powder based coating cured to at least 75 percent hardness. The primer system shall yield a dry‐film thickness (dft) of 2.0 3.0 mils. The contractor shall utilize the primer material manufacturer specifications to accomplish application of the coating system. All material shall be applied in accordance with the manufacturer’s directions to the minimum dft required

Amendment/Modification FA8534-23-R-0001-0003 herein. If a conflict arises between the minimum dft required herein and the primer material manufacturer’s specification, the primer material manufacturer specification shall take precedence. A primer color shall be chosen that is compatible with the color of the topcoat used such that scratches in the topcoat do not yield an obtrusive contrast with any exposed primer (tone‐down primer in a similar shade/color family as the topcoat). Coating systems utilizing “low temperature” curing, that is, temperatures below 300 degrees F are preferred, especially for thinner materials typically used for the construction of enclosures or similar thin panels. Thicker components shall utilize products such as those available from Axalta® under their Alesta™ series, AkzoNobel under their Interpon® series, or equivalent. Under no circumstance, regardless of primer material selected, and cure temperature chosen, shall warping or other structural damage be allowed to occur.

TO: 3.3.1.1.3.1 Ferrous surfaces. Ferrous structures and surfaces shall be primed with a non‐water reducible zinc rich primer in accordance with MIL‐PRF‐32550, Type I, Form A, Class S. The zinc rich primer shall be followed, within four hours, by a coat of MIL‐DTL‐53030 intermediate primer in a wet‐to‐wet primer application. The primer system shall yield a dry‐film thickness (dft) of 2.0‐2.5 mils for the zinc rich primer and 0.9 to 1.1 mils for the intermediate primer. The primer system shall be allowed to dry and fully cure in accordance with the primer manufacturer's directions prior to applying the topcoat.

4. Paragraph 3.3.1.1.3.2 is hereby changed:

FROM: 3.3.1.1.3.2 Aluminum surfaces. Aluminum components and surfaces do not require application of a powder‐based primer due to the application of the pretreatment defined in 3.3.1.1.2.1 herein. However, the contractor may, at their discretion, choose to apply the same primer powder specified for use with ferrous surfaces in accordance with 3.3.1.1.2.1 herein. Under no circumstance, regardless of primer material selected, and cure temperature chosen, shall warping be allowed to occur.

TO: 3.3.1.1.3.2 Aluminum surfaces. Aluminum and mixed aluminum and ferrous structures and surfaces shall be primed with an epoxy primer in accordance with MIL‐PRF‐23377, Type I, Class N. This single part primer system shall yield a dft of 0.6 to 0.8 mils.

5. Paragraph 3.3.1.1.4 is hereby changed:

FROM: 3.3.1.1.4 Topcoat. Components and surfaces shall be top coated with powder coat. When fully cured, the topcoat shall yield a minimum dft of 2.0 to 3.0 mils free from runs, sags, or other defects. The topcoat shall be uniform in composition, quality, and color and free from impurities and defects which impair durability, performance, or aesthetic appearance. Any orange peel resulting from the application and curing process shall be minimized such that it is not visible outside a six foot viewing radius. The contractor shall utilize the topcoat material manufacturer specifications to accomplish application of the coating system in accordance with the manufacturer’s directions to the minimum dft required herein. If a conflict arises between the minimum dft required herein, and the topcoat material manufacturer’s specification, the topcoat material manufacturer specification shall take precedence. To ensure complete coating system compatibility, the same powder manufacturer shall be utilized for both the primer and the topcoat.

Coating systems utilizing “low temperature” curing, i.e., temperatures below 300 degrees F, such as Type III, Class 3 powder per MIL‐PRF‐24712 are preferred, especially for thinner materials s typically used for the construction of enclosures or similar thin panels. Thicker components shall utilize products such as those available from Axalta® under their Alesta™ series, AkzoNobel under their Interpon® series, or equivalent. Under no circumstance, Amendment/Modification FA8534-23-R-0001-0003 regardless of primer material selected, and cure temperature chosen, shall warping or other structural damage be allowed to occur.

TO: 3.3.1.1.4 Topcoat. All components shall be top coated with polyurethane in accordance with MIL‐PRF‐85285, Type IV, Class H. Upon request of the contractor, and approval of the procuring activity, MIL‐PRF‐85285 Type II or Type III coatings may be applied in lieu of MIL‐PRF‐85285 Type IV coatings in areas and locals where regulatory authority prohibit the use of 420g/l VOC.

Neither Chemical Agent Resistant Coating (CARC) nor powder coating shall be used. Topcoat shall be applied to a dft of 1.6 to 2.4 mils in all instances, regardless of the primer system utilized. The coating shall be free from runs, sags, orange peel, or other defects. The contractor shall utilize the topcoat material manufacturer's specifications to accomplish application of the coating system in accordance with the manufacturer's directions to the minimum dft required herein. If a conflict arises between the minimum dft required herein, and the topcoat material manufacturer's specification, the topcoat material manufacturer's specification shall take precedence.

ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
