QUESTIONS & ANSWERS

Q1. In the RFP Part II contract clauses Section I 52.209-4(g) (pg. 28) it states, “ The contractor is responsible for providing operating and maintenance instructions, spare parts support, and repair of the first article during any first article test.”
Will T.O. 35E8-2-10-1 and 35E8-2-5-1 be used as the operations and maintenance instructions or does the contractor need to provide something separate?
A1. T.O. 35E8-2-10-1 and 35E8-2-5-1 can be used, unless the instructions to operate the system built are different, but they should not be. The contractor is responsible to provide spare parts support and repair of the first article unit.
Q2. Pendants and purchase tape will need replaced throughout the first article testing.
They are considered consumable items and not spare parts or hazardous materials.
Who will be responsible for providing the required amount of purchase tapes and pendants consumed during the testing?
A2. Pendants and purchase tapes will be provided by NAVAIR for testing.
Q3. SOW Section 3.5.1.2 states, “The contractor shall also supply all hazardous materials to be used in and/or consumed during the test.”
It also been stated that driving in the main gate with a POV at Lakehurst with hazardous material may cause problems.
A3. The only “hazardous material” to be used in and/or consumed during testing would be fuel for the rewind engine, hydraulic fluid and/or engine oil.
Q4. Please provide clarification as to what will happen with the first article test unit:
In the RFP Part II Contract Clauses Section I 52.209-4 (e) (Page 28) it states “Unless otherwise provided in the contract, the Contractor may deliver the approved first article as a part of the contract quantity, provided it meets all contract requirements for acceptance and was not consumed or destroyed in testing.”
In SOW Section 3.5.5 Disposition states, “The approved first article MAAS shall be retained at the contractor's facility, to serve as a manufacturing standard, until the last shipment.”
In AFMC IMT 260 Block 5 states, “The first article quantity will be part of production quantity.” Block 6 states, “Article will not serve as a manufacturing standard.” Block 10 states disposition as, “Approved first articles will be forwarded to purchasing unit.”
A4. The first article unit will be refurbished and used as a production unit, but can be retained at the contractor’s facility to serve as the standard and remain until the last shipment if needed.
Q5. The RFP states “Warranty Required.” No warranty duration is listed.
What is the expected warranty?
A5. At a minimum we would expect a 12-month warranty from delivery date.
